The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only sources who are authorized partners of VIAVI Solutions. Norfolk Naval Shipyard, Information Resources Management Office, requires standard hardware and software support for Gigastor Observer Expert Console, Gigastor-EX288T, Gigastor Portable 10 GB and Gen2Gigabit Additional Card. These devices are used to diagnose network-related problems. The appliances capture days' worth of packet-level data to help isolate network issues quickly and/or reconstruct data streams. These devices are used to provide forensic analysis of hostile network events through the use of real-time network traffic logging. These devices and the peripheral devices provide network traffic logging and the ability to see events on the network as they occurred in real time. This information can be used to provide forensic analysis of hostile network events to support and maintain the security posture of the NNSY network. These devices are also used in troubleshooting network and application issues. These devices enable the network and system administrators to prevent or reduce network and application down time that would otherwise have a negative impact on the Navy's ability to return ships to active service on time, which will affect mission readiness.
