This is a sources sought notice for market research only, not a solicitation, to identify qualified firms capable of providing an engineered modular scaffolding and environmental containment system for a submarine undergoing maintenance at Norfolk Naval Shipyard in Portsmouth, VA. The required system must provide complete exterior access, fit the submarine’s curved geometry, use a Layher-type ring-lock scaffold with a Haki Trak 750 roof, and withstand 40 mph wind loads. Performance timelines require full erection within 30 calendar days of hull release and complete teardown and site removal within 20 calendar days of directive. Contractors must supply a 100% U.S. citizen workforce able to obtain DBIDS credentials, provide a full-time on-site ESH representative and two trained Environmental Coordinators, and demonstrate financial capacity for significant upfront material procurement. The government will use responses to assess small business or socio-economic set-aside possibilities, and no contract will be awarded from this notice.
