Request for Information (RFI) for Article 520 Radiological Release of the AS-41 Ex-McKee 1.0 Description 1.1 The Norfolk Naval Shipyard Nuclear Production Department is seeking information on how many interested, qualified, and licensed companies could provide services required to complete an Article 520 Radiological Release of the AS-41 Ex-McKee. 1.2 Request for Information (RFI) Only. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The RFI respondees are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website: https://www.fbo.gov. It is the responsibility of potential offerors to monitor this site for additional information pertaining to this requirement. 2.0 Background 2.1 Purpose. The purpose of this RFI is to obtain market research information which may inform future requirement and contract efforts for the Article 520 Release of the AS-41 Ex-McKee. 2.2 Summary. Norfolk Naval Shipyard (NNSY) is requesting white papers providing possible technical solutions for all or part of the requirement discussed below. The Ex-McKee is the third Emory S Land class submarine tender built for the U.S. Navy. The vessel has a single propeller, two boilers, and geared turbines. It measures 646 feet (Length) x 85 feet (Beam) x 26 feet (Draft) and displaces approximately 23,000 tons. The vessel is decommissioned and awaiting disposal. 2.3 Planned Production. Reference: a) Radiological Controls for Shipyards (NAVSEA 389-0288) Contractor will be responsible for removal of all radioactively contaminated equipment or potentially contaminated equipment and systems on board the Ex-McKee. Contractor shall perform an Article 520 release per reference (a) on all nuclear spaces onboard the Ex-McKee. This includes removing and proper disposal of material that would be an interference to performing the radiological release of the ship. Remove the internal Radioactive Liquid Waste Tank (RLWT) while waterborne using a vertical path from the cofferdam void (7-92-3-V) to the 02 level (Weather Deck) by removing seven (7) decks in way of the vertical path. This requires preloading the ship to offset the removal of the 48,000 lbs. tank. This will be a dynamic lift which will require additional safety measures. Contractor shall provide a crane and services for tank removal from the ship. Removal of RLWT will require removing large deck sections between longitudinal bulkheads and will require additional temporary deck support structure. Contractor shall provide weather protection for the tank removal opening to protect and/or control against internal flooding due to weather. It will require the Article 520 radiological release of the areas above the tank to be completed prior to any deck/structure removal in the spaces above the tank. After tank removal, decks will need to be reinstalled. Maintain ship structural integrity as necessary. All planning for work to remove all items and proper disposal (radiological and hazardous waste) as necessary in the Nuclear Support Facility (NSF) on the AS-41 in order to perform an Article 520 release according to NAVSEA 0288 reference (a) to include: Engineering Services Structural Engineering Services Radiological Services Project management and Production services Personnel requirements: The trades listed below are not all inclusive; the actual trades required will be identified in the Statement of Work: Nuclear Engineer Radiological Engineer Structural Engineer Lifting and handling Engineer Radiological Control Technicians Nuclear support Structural Welder Lifting and Handling Personnel Nuclear Ship fitter Temporary Services Support Perform all sampling of material to be removed for hazardous constituents prior to removal and disposal. Provide all temporary services to support work (i.e. lighting, ventilation, vacuum, welding, etc.). Shipyard will provide water and power. Provide crane and rigging services for removal of items from ship and for opening and closing of the nuclear trunk hatch as needed during execution. Contractor would be responsible for removal of all equipment, furnishings and structural interference items in Group 2, 3, and 4 areas per reference (a). Contractor would be responsible for removal of all ventilation, Nuclear and non- Nuclear piping, Pure Demineralized Water (PDW) equipment, Radiological Liquid Waste (RLW) system, the contaminated laundry equipment in Group 3 and 4 areas per reference (a). Removal and proper disposition of all lead shielded piping, lead shielded bulk heads and decks from the ship. Open and close tanks/voids as required for access to structural points exterior to the RLWT for removal. Remove the contaminated laundry equipment. This requires making a hull cut as the equipment must be removed through the hull. Remove all non-asbestos/asbestos insulation in the NSF. Insulation may contain asbestos, sample and test as required for proper removal and disposal of insulation. In accordance with reference (a), perform an Article 520 release of all Group 1,2,3 and 4 areas on the Ex-McKee (AS-41). Issue Article 520 release letter/report to NAVSEA 08 for approval and final disposal of the Ex-McKee. Submit a copy of the report and all data to NNSY in parallel with submittal to contractor engineering and to NAVSEA for the final report/letter. All material removed from the Ex-McKee will need the classification of waste determined, package the waste for disposal (including packing, and blocking/bracing) in accordance with DOT regulations and shipped offsite to a disposal site. 2.4 Estimated Period of Performance. Work shall be performed during FY21 and FY22 (October 2020 through September 2022). 2.5 Performance Location. Location of work will be pier side at Norfolk Naval Shipyard within the Controlled Industrial Area (CIA). 2.6 Limitations. The majority of work will involve radiological controls to perform. Contractor shall have a nuclear license. The following hazardous material can be encountered during this work; Asbestos insulation and gaskets, Polychlorinated Biphenyls (PCBs), Lead, Paint with heavy metals. Mixed Radioactive waste and Radioactive waste will be generated and required to be dispositioned as a regulated substance. Work shall be performed within a controlled industrial area. Personal Protective Equipment (PPE) will be required. Follow the safety guidelines of the Occupational Safety and Health Administration (OSHA). 2.7 Security Requirements. The engineering and planning personnel will be required to hold CONFIDENTIAL clearance in order to accomplish the planning and technical work documents for performing work. Contractor personnel working on board the vessel would need a green or yellow NAVSEA contractor badge and be a United States citizen. 3.0 Requested Information The requested information is to confirm government planning and cost estimates, to outline possible technical solutions, capabilities, and critical cost/schedule drivers related to the above mentioned tasks, and to determine available service providers. 4.0 Responses Interested parties are requested to respond to this RFI with a whitepaper. 4.1 RFI Whitepaper. The RFI whitepaper should be in Microsoft Word (all versions compatible with Office 2016) and is due not later than 1200pm Eastern Standard Time (EST) on 22 March 2019. There is no specified format for the whitepaper; however, the whitepaper response is limited to 10 single-sided pages and is to be submitted via email only to the Government Point of Contact (POC) Michael Abner, Contract Specialist, michael.abner@navy.mil and courtesy copied to Jewel Anderson, Contract Specialist, jewel.anderson@navy.mil. The RFI whitepaper should address the tasks required to perform required services. Proprietary information, if any, should be kept to a minimum and MUST BE CLEARLY MARKED. To aid the Government, segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 4.2 Company Information. The RFI whitepaper should provide the following information: 1. Company Information: Company name, Commercial and Government Entity (CAGE) Code, business size, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and email of designated point of contact. 2. Proprietary Information: Identification and handling of responding company's proprietary information should include either: 1) Copies of executed Non-Disclosure Agreements (NDAs) with the Government or 2) A statement indicating that the respondent will not allow the Government to release its proprietary data for the RFI whitepaper evaluation. 5.0 Meetings and Discussions The Government representatives will not physically meet with potential RFI service providers. Discussions, intended only to get further clarification of potential capability, especially any development and certification/licensing risks, may be held upon agreement of all parties. 6.0 Questions Questions and the whitepaper regarding this RFI should be submitted in writing by e-mail to the NNSY Contracting Representative, Mr. Michael Abner, michael.abner@navy.mil. The deadline for the submission of questions regarding any section of this RFI is Tuesday, 19 March 2019 @ 12pm EST. Answers to questions will be posted no later than Thursday, 21 March 2019 @ 12pm EST. 7.0 Summary This RFI is only intended for the U.S. Government (Government) to identify sources that can provide services required to conduct an Article 520 Radiological Release of the AS-41 Ex-McKee as outlined. The information provided in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI shall not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. The Government will use the information received to forge its acquisition strategy. All submissions become Government property and will not be returned.
