THIS IS NOT A SOLICITATION Pursuant to Federal Acquisition Regulation (FAR) 5.202(a)(12), this is a non-mandatory synopsis. This solicitation is intended only for sources duly authorized to operate and do business in the Kingdom of Bahrain as prescribed by DFARS 225.1103(3). This announcement constitutes a Sources Sought Synopsis (market survey). This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the United States Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought synopsis is to determine interest and capability of potential qualified businesses. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. The purpose of this Sources Sought Notice is to determine if there are two (2) or more capable contractors that can perform the requirements of a planned contract. For this reason, it is vitally important for the potential contractors to respond to this Sources Sought Notice with the requested documents. The submissions received by the contracting office in response to this Sources Sought Notice may lead to determine whether the procurement shall be conducted as a full and open competition, restricted competition, or via a sole source in accordance with Federal Acquisition Regulation (FAR) 6.302. This Sources Sought Notice is to request information from all contractors capable of providing the services necessary to open and close water borne security gates. Services are to be provided at the Naval Support Activity, Kingdom of Bahrain waterfront and surrounding areas. Key points to consider: 1. The Government is looking for a vendor, has the manpower and equipment necessary to open and close water borne security gates in a restricted and controlled area, 24 hours a day. 2. The contractor should have the manpower and equipment to open two gates at the same time. 2. The contractor should possess valid licenses to operator proposed vessels in the Kingdom of Bahrain. 3. The contractor should have acceptable rating (?) in JCCS. 4. The contractor should have the capacity to replace boats during maintenance and fueling to ensure there is no break in service. 6. The contractor should provide draft estimate of the magnitude of the cost. 7. The contractor should have access to the Government facility during the duration of the performance.
