This is a sources sought notice and does NOT constitute a request for proposal, request for quote, or invitation for bid. NO AWARD will be made from responses to this sources sought notice. The intent of this notice is to identify potential Offerors for determining whether sources exist to satisfy the Government’s requirements. Submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The Naval Facilities Engineering Systems Command Marianas is seeking eligible firms capable to perform full range services to pick-up, transport and dispose of oily rags, oil and fuel filters, and absorbent materials soiled with petroleum in compliance with all applicable Federal and local statutes and regulations and Department of Defense and Component-specific permits, policies, instructions, and guidance. Firms shall provide all labor, materials, and equipment required to safely load the collection vehicle(s) and transport the non-hazardous oily rags and solid wastes to a locally permitted Thermal Desorption Facility for ultimate disposal. Potential firms who have the experience, skill and capabilities necessary to perform the described project are invited to respond to this sources sought announcement by providing the following information no later than 4:30pm (Guam Time) on 11 May 2023, via email to Mark C. Cruz, Contract Specialist at mark.c.cruz10.civ@us.navy.mil. 1) Provide a cover letter that includes a point of contact and company name, address, telephone numbers, and email addresses. 2) Provide up to three (3) projects that best demonstrate company experience relative to the types of work covered by this requirement. Projects should be representative of North American Industry Classification System (NAICS) Code 562219 Other Nonhazardous Waste Treatment and Disposal. 3) Indicate your business size in accordance with FAR Part 19 and the NAICS Code 562219. Specifically identify if you are a small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business concern. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. The Government will use responses to this sources sought announcement to make appropriate acquisition decisions for a future procurement. Responses received after the deadline or without the required information will not be considered. Since this is a sources sought announcement, telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
