STATEMENT OF WORK PURCHASE NEW SECURITY EQUIPMENT 1. Scope: This order is to Purchase New Building Security Equipment and Install - Access Control System (ACS), Intrusion Detection System (IDS) connected to Joint Region Marianas RDC Security, Closed Circuit Television System (CCTV) and Uninterruptible Power Supply (UPS) for Military Sealift Command (MSC), Ship Support Unit (SSU) Guam at Building 3110. The ACS must incorporate military Common Access Card (CAC) for personnel security control and access to the facility. NOTES: In order to access the required facilities a building Security Escort Badge is required. DBIDS Access to Naval Base Guam is required before entering the building for a Security Escort Badge. 2. Product Description: Purchase New Security Equipment and including Installation – ACS, IDS, CCTV and UPS. Statement of Work/Requirements: The Contractor shall provide all new security equipment and materials, tools, labor to perform the Physical Security (ACS, IDS, CCTV System & UPS) at MSC SSU Guam, Building 3110. Clean up jobsite and demobilize upon completion of the project. 3. Other Pertinent Information or Special Considerations: a. IDS Alarm Monitoring Indicators, both audible and visual (Alarm Status) must be displayed for each sensor or alarmed zone at the Joint Region Marianas RDC monitoring station. b. IDS/ACS, in the event of commercial power failure at the secure room, the equipment changes power sources without causing an intrusion alarm indication. An Uninterrupted Power Supply (UPS) will be required to ensure main access door mechanism remains operational. c. Require Lenel IDS/ACS System component/s installed inside the secure area and must have tamper protection resulting in an alarm signal sent to Joint Region Marianas RDC monitoring station. The security control keypad be located near the primary entrance for ease of access d. For IDS, each perimeter door (primary and secondary) must be protected by a balanced magnetic switch (BMS) with tamper protection. e. Require military Common Access Card (CAC) card reader for personnel security control and access to the facility. f. Install approximately 20 wired ceiling mounted motion alarm sensors with 360 degree coverage, to include interface device, cables and conduits for connectivity to the main security control panel. g. Require Milestone CCTV and a monitor that is placed in the unit Operations room to monitor incoming and outgoing personnel. h. Require PC workstation with Windows 10 software, monitor, mouse, keyboard and security system (software) application with licenses to manage and operate the IDS/ACS security system. i. Require alternate building access switch/mechanism with four keys to provide personnel access to the facility in case the controller for the main access door fails. j.
