This acquisition is a performance-based acquisition for the contractor to provide all labor, supervision, management, tools, material, equipment, facilities, transportation, incidentals, and other items necessary to perform operation, maintenance, and repair services for one Multi-Purpose Craft (MPC) and High Speed Maneuverable Surface Targets (HSMST), Ship Deployable Surface Targets (SDST), and Surface Towed Targets (SST) for Pacific Missile Range Command (PRMF) Detachment Guam at Naval Base Guam (NBG), M.I. The outcomes of this acquisition are consistent with FAR 37.101 definition of service contracts. This acquisition is solicited as a competitive Total Small Business Set-Aside procurement. The Government will only accept offers from certified Small Businesses. The acquisition will result in a single award of a combination Firm-Fixed Price (FFP) and Indefinite Delivery-Indefinite Quantity (IDIQ) type contract. The contract length is estimated at one (1) base period and four (4) option periods. The contract will include the Option to Extend the Term of the Contract – Services clause whereby options may be exercised in subsequent years for a total period not to exceed 60 months. The contract will include FAR clause 52.217-8 Option to Extend Services.

The intent of this notice is to identify potential offerors for information and planning purposes and is not to be construed as a commitment by Naval Facilities Engineering Command (NAVFAC) Marianas implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice in accordance with FAR 15.201(e). The Government is not responsible for the cost associated with any effort expended in responding to this notice. FAR 52.215-3: (a) The Government does not intend to award a contract on the basis of this inquiry or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, bid and proposal costs, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in the inquiry your response will be treated as information only. It shall not be used as a proposal. (c) This inquiry is for planning and market research purposes only and should not be considered as a request for proposals or as a solicitation to do business with the Government. The contractor shall provide all vehicles, personnel, equipment, materials, supervision, and other items and services necessary to complete the required services. NAVFAC Marianas, FEAD Supply and NON-FSC Services Office, Guam is requesting information and conducting market research to determine if there are potential businesses which have the capabilities to provide Services at Naval Base Guam as per the Performance Work Statement (PWS).
