This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and the procedures of FAR Part 13 will be used in this particular acquisition, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotation are being requested and a written solicitation will not be issued. II. This solicitation is issued as a Request for Quotation (RFQ), solicitation number N40192-20-Q-7007 Annual Fire Extinguisher Services for the Fire & Emergency Services, Andersen AFB Guam. III. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-04 effective dated 15 January 2020. IV.This acquisition is 100% set aside for Small Businesses. The North American Industrial Classification System (NAICS) code is 561990 and the small business size standard is $11.0 million. V. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability of the services offered to meet the Government requirement: Technical capability is defined as meeting all of the requirements in the SOW to include the qualifications specified in the SOW. (2) Price Offers will be listed in ascending order by price (low to high). The price evaluation will document the reasonableness and completeness of the total evaluated price. The award will be made to the lowest priced offeror who is determined to be technically capable and represent the best value to the Government. (3) Past Performance Past performance information may be obtained from established systems such as Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; and may be obtained from other sources available to the Government, such as the Defense Contract Management Agency and Contracting Officers. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. No other email receipt will be acceptable. The Government does not accept responsibility for non-receipt of quotes. It is the vendor’s responsibility to request and receive confirmation of quote receipt. XVI.
