THIS NOTICE DOES NOT COMMIT THE GOVERNMENT TO ISSUE ANY TYPE OF SOLICITATION OR AWARD AN ULTIMATE CONTRACT. The purpose of this Sources Sought Notice is to collect market research data. NAVFAC Marianas is requesting assistance from the noncommercial industry in the preparation of a single award Facilities Support Contract (FSC) for Integrated Solid Waste Management & Pavement Clearance Services for U.S. Naval Base Guam Activities, Guam. The Government will use the Sources Sought responses, along with other market research, to make various determinations regarding procurement of this requirement. The North American Industry Classification System (NAICS) Code for this procurement is 562111 – Solid Waste Collection. The Small Business Size Standard is $41.5 million in annual receipts, per the business size standard described in the Federal Acquisition Regulation (FAR) Part 19.102 (FAR available at https://www.acquisition.gov/browse/index/far). Performance Period: Maximum of 60 months (Base Period and four (4) Option Periods of 12 months each). Only the Non-Recurring Work for the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. Proposed Contract Type: Firm Fixed Price/Indefinite Delivery Indefinite Quantity (IDIQ) to include recurring and non-recurring services. Work Requirements: The proposed requirement is performance based. The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform landfill management, maintenance and operations, waste sterilization, refuse collection, disposal and recycling, and to perform Pavement Clearance (sweeping) to include but not limited to: removal of sand, soil, aggregates, vegetation, grass, metals, and other foreign matter from paved roadways and parking lots to all U.S. Naval Base Guam Activities and tenants, Industrial and U.S. Naval Hospital Facilities (Medical Treatment Facilities) on Guam, other U.S. Military Activities or DoD/Federal Agencies at various activities/locations, Guam. Instructions for Interested Parties: All interested sources, please complete and return the attached Market Research Questionnaire. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. All information provided will be kept confidential and will not be disseminated to the public. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to the information submitted. At a minimum, please address the following in the Market Research Questionnaire: COMPANY PROFILE to include all of the following: (1) Company name and address; (2) Company point of contact (including title, telephone and fax numbers and email address); (3) DUNS Number and CAGE code; (4) Size Standard; and (5) NAICS information. RELEVANT EXPERIENCE: Provide a minimum of two (2) projects or up to a maximum of five (5) projects. Please list contracts that your firm is currently performing, as well as those you have completed within the last five years. Submitted projects should demonstrate experience performing similar type of work (size and scope). Notifications of interest must be submitted in writing via email; phone calls will not be accepted.
