ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ARCHITECT-ENGINEER QUALIFICATIONS, IS CONTAINED HEREIN. THERE IS NO SEPARATE REQUEST FOR PROPOSAL (RFP) PACKAGE TO DOW... ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ARCHITECT-ENGINEER QUALIFICATIONS, IS CONTAINED HEREIN. THERE IS NO SEPARATE REQUEST FOR PROPOSAL (RFP) PACKAGE TO DOWNLOAD. This procurement will result in one Indefinite Quantity (IQ) contract for multi-discipline Architect-Engineer (A-E) services for various facilities and activities under the cognizance of Naval Facilities Engineering Systems Command Marianas. Area of contract coverage is primarily on Guam and may include the outlying areas in the Pacific Ocean, including the Commonwealth of the Northern Mariana Islands and the Micronesia. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IQ contract will be for a base period of one year and four one-year option periods (if exercised). The total fee for the contract term shall not exceed $20 million. The guaranteed minimum for the contract term (including option years) is $10,000. Firm-fixed price task orders will be negotiated for this contract. There will be no dollar limit per task order and no dollar limit per year. Firms are advised that the selected firm, its affiliates, consultants, and subcontracts that design, prepare, or provide engineering services in support of construction contract documents cannot provide construction services for the same contract. Estimated start date is February 2022. This proposed contract is being solicited as a set-aside for Historically Underutilized Business Zone (HUBZone) small business concerns. The North American Industry Classification System (NAICS) code is 541330 and the small business size is $16.5 million annual average gross revenue of the concern for the last three years. The Government seeks the most highly qualified firm to perform the required services based on the demonstrated competence and qualifications, in accordance with the selection criteria. The type of multi-discipline A-E services expected to be performed under this contract include, but are not limited to, design charrette, functional analysis concept development, DD Form 1391 document preparation, economic analysis, life cycle cost analysis, requirements documentation, asset evaluation, feasibility and concept studies, master planning, space utilization, design-build or design-bid-build documents, plans, drawings, renderings, sketches, specifications, cost estimates, topographic, boundary and utility survey and mapping, geotechnical investigation, soil borings, reports, environmental investigation, and construction inspection and engineering consultation services during construction. Engineering services may be required for engineering related studies and assessments of infrastructure and building projects include, but are not limited to, basic facilities requirements, engineering investigations, energy assessments, and concept studies. Planned projects include, but are not limited to, Military Construction projects, Special Projects, and Operations & Maintenance, Navy/ Sustainment, Restoration, and Modernization projects involving new construction, renovation/modernization, alteration, repair, and maintenance of Government waterfront/marine facilities, and other shored-based facilities on Guam and in the outlying areas in the Pacific Ocean. Facility types include, but not limited to, operations and training facilities, maintenance and production facilities, supply facilities, hospital-medical facilities, administrative, educational and communication facilities, family and unaccompanied housing, community, dining facilities, warehouses, airfields, wharves, utilities, petroleum-oil-lubricants, ammunition & explosive magazines, armories, and ground improvement. The DD Form 1391 documentation is prepared in the Navy's Electronic Procurement Generator and includes cost valuation surveying, concept and site sketches with utility points of connections; and may require enhancement of previously prepared basic documentation, including economic analysis and recommendations for potential utilities impacts and sustainable features. Firms are required to prepare cost estimates utilizing the Micro Computer-Aided Cost Engineering System (MCACES/MII) estimating system in Work Breakdown Structures, specifications in the SPECSINTACT program, design-build, and design-bid-build RFPs utilizing NAVFAC DB Masters, and drawings in AutoCad format utilizing the National CADD Standards format with NAVFAC (Marianas) required modifications. Firms will also be required to provide documents in pdf format. Final documents will require electronic signature using the Navy's DeSign signature software. Some projects may also require design in the metric system. The contract requires that the selected firm have on-line access to web-based support programs and e-mail via the internet for routine exchange of correspondence. All contractors are advised that registration in System for Award Management (SAM) Database is required prior to award of a contract. Failure to register in the SAM Database may render your firm ineligible for award. For more information, check the SAM Web site: https://www.sam.gov. In accordance with the FAR 36.601-4(b) the AE firm must be a registered/licensed architectural and/or engineering firm to be eligible for award. Provide proof that firm is permitted by law to practice the professions of architecture or engineering, (e.g.., state registration number, or a brief explanation of the firm’s licensing in jurisdictions that do not register firms, etc.). Failure to submit the required proof could result in a firm’s elimination from consideration. FIRMS WHO ARE OFFERING AS A JOINT VENTURE SHOULD INCLUDE WITH THEIR SUBMISSION A COPY OF THE JOINT VENTURE AGREEMENT. FAILURE TO INCLUDE THE JOINT VENTURE AGREEMENT WILL RESULT IN THE FIRM’S ELIMINATION FROM FURTHER EVALUATION. The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. The prime firm for this contract will be required to perform throughout the contract term. Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are not desired. SUBMISSION REQUIREMENTS: A-E firms desiring to be considered for this contract must submit a completed SF330 package. The SF330 shall be typed, one sided, at least 11 point font or larger. Part I shall not exceed 50 single-sided 8.5 by 11 inch pages (the page limit does not include certificates, PPQs, licenses, nor does the page limit include cover sheets or dividers, provided that these do not contain any substantive information submitted in response to the synopsis or intended to demonstrate the qualifications of the firm). Part I pages shall be numbered sequentially. The organizational chart may be one page single sided 11 by 17 foldout, using 11 point font or larger (font limitations do not apply to graphics, captions or tables). Introductions shall be included in Sections E and F. Please include your DUNS, CAGE, and TIN numbers in Block 30 of the SF330. The SF330 must be received and date/time stamped by the contracting officer or contract specialist on or before the date/time specified in this notice. Responses are due no later than 31 March 2021 at 4:30 pm. Late responses will be handled in accordance with FAR 52.215-1. If an SF 254/SF 255 is submitted for this solicitation, it will not be reviewed or considered. As required above, provide verifiable evidence that your firm is permitted by law to practice the professions of architecture or engineering (e.g., state registration number). The A-E firm is responsible for ensuring that all paper and electronic copies are identical. Should there be any discrepancy between the paper and electronic versions, the paper copy shall govern. The Government does not intend to use FAR Part 12 for this acquisition. If hand-carrying or express mailing proposal, the firm is advised that the contracting officer is on a secured base and access is required to enter the building. You must call 339-4084 or 339-8098 to request access to the building. Anticipate delays in accessing the building and plan accordingly. It is the contractor’s responsibility to ensure delivery to the location specified. Electronic (E-mail, facsimile, etc.) submissions are not authorized. SELECTION CRITERIA: Firms responding to this synopsis will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the published selection criteria. Failure to comply with instructions, or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration. Evaluation and selection will be based upon evaluation of the selection criteria stated herein. The A-E must demonstrate their qualifications and each key sub-consultants qualifications with respect to the published selection criteria for all services. Selection criteria (1) through (8) are listed in descending order of importance. Specific selection criteria include: Specialized Experience and Technical Competence Professional Qualifications Past Performance Quality Control Program Management and Capacity Firm Location Sustainable Design Volume of Work 1. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE (SF330, Part I, Section F): Firms will be evaluated on specialized experience and technical competence in performance of multi-discipline A-E services required for the contract: (a) Past experience with regards to multi-discipline projects; (b) Knowledge and experience to perform the work to the requirements of Unified Facilities Criteria, Unified Facilities Guide Specifications, regulations including Air Force, Navy, Marine Corps, and DoD and State environmental policies in the U.S. and its territories (particularly in Guam and the Mariana Islands); and (c) Knowledge of local codes, laws, permits and construction materials and practices of the contract area. Firms will be evaluated on their demonstrated recent specialized experience and technical competence in multi-discipline A-E services required for the contract. Specialized experience and technical competence of the prime firm will be given more consideration than that of the team sub-consultants. More importance will be placed on specialized experience and technical competence within the Naval Facilities Engineering Systems Command Marianas area of responsibility, particularly in Guam and the Mariana Islands. Submission Requirements: Provide a maximum of ten (10) completed projects in Section F that best demonstrate relevant specialized experience and technical competence in the past five years from 25 February 2021 to 24 February 2016. Select projects that demonstrate the team’s capability to perform work similar to what is required for this contract. For each project provided, indicate which team members participated in the project scope or related tasks, each firm’s role, and an estimate of the percentage of work that was performed by each firm. A project is defined as either a stand-alone contract or task order for a single undertaking of A-E services to satisfy a finite requirement of work. If more than 10 projects are submitted for evaluation, the Government will only evaluate the first 10 projects and disregard any other project information after the first 10 projects. All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract. Projects not meeting this requirement will be excluded from consideration in the evaluation. To enable verification, firms should include the DUNS number along with each firm name in the SF330 Part 1, Section F, block 25, “Firm Name” Include a contract number or project identification number in block 21. Include an e-mail address and phone number for the point of contact in block 23(c). In block 24, include in the project description the contract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration. NOTE: If the firm is a joint venture, projects performed by the joint venture should be submitted; however, if there are no projects performed by the joint venture, projects may be submitted for either joint venture partner, not to exceed a total of 10 projects. Projects shall be submitted on the SF-330 at Part I, Section F and shall be completed projects. Projects not completed will be excluded from evaluation consideration. For submittal purposes, a task order on an IQ contract is considered a project, as is a stand-alone contract award. Do not submit an IQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated. All information for Criterion 1 should be submitted in the SF330, Part I, Section F. The Government WILL NOT consider information submitted in addition to Part I, Section F in evaluation of Criterion 1. 2. PROFESSIONAL QUALIFICATIONS (SF330, Part I, Sections E & G): Firms will be evaluated on professional qualifications of the proposed key personnel for this contract, including prime and subcontractor key staff to be assigned to the project: (a) Active professional registration; (b) Past experience in the type of work required or evidence of similar relevant experience with present and other firms and roles of staff members specifically on projects addressed in Selection Criterion 1 SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE; (c) Capability to provide qualified backup staffing for key personnel to ensure continuity of services and ability to surge to meet unexpected project demands. Emphasis will be placed on qualifications and experience relating to multi-discipline A-E services; however, firms should include information demonstrating qualifications of all key personnel including qualifications relating to other specialty areas. Firms will be evaluated in terms of the key personnel’s professional qualifications and relevant experience necessary for performance of the required services, and the depth of proposed staff to ensure continuity of services and ability to meet unexpected project demands. Key personnel of the prime firm will be given more consideration than that of the team sub-consultants. More importance will be placed on professional qualifications of the key personnel with relevant project experience in tropical environments similar to Guam and the Mariana Islands. Submission Requirements: Submit a list of proposed key personnel for the contract that illustrate experience in the work proposed under this contract. Provide a resume and a summary of relevant projects for each person. Resumes are limited to three pages and should indicate professional registration, certification, licensure and/or accreditation in appropriate disciplines; cite recent (within the past five years) project-specific experience in work relevant to the services required under this contract; and indicate proposed role in this contract. Indicate participation of key personnel in example projects in the SF330, Part I, Section G. A project is defined as either a stand-alone contract or task order for a single undertaking of A-E services to satisfy a finite requirement of work. 3. PAST PERFORMANCE (SF330, Part I, Section H): Firms will be evaluated on past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and cooperation and responsiveness (with emphasis on projects addressed in Selection Criterion (1)). Evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs) or Contractor Performance Assessment Reporting System (CPARS)/Architect-Engineer Contract Administration Support System (ACASS) for Criterion 1 projects and may include customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria. Past performance information for projects listed under Criterion 1 may be given greater weight. Past performance of the prime firm will be given more consideration than that of the team sub-consultants. Submission Requirements: Submit a completed CPARS/ACASS evaluation for each project submitted under Criterion 1 Specialized Experience and Technical Competence. If a completed CPARS/ACASS evaluation is not available, submit a completed PPQ for the project. The PPQ form is provided as an attachment to this notice. DO NOT SUBMIT A PPQ WHEN A COMPLETED CPARS/ACASS IS AVAILABLE. The firm shall ensure that correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with the SF330. If the firm is unable to obtain a completed PPQ from a client before the response date set forth in this notice, firms should complete and submit with the package the first page of the PPQ, which will provide contract and client information for the respective project(s). Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) as long as it is on the same form as posted with this synopsis. Firms should follow-up with clients/references to ensure the timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government point of contact, Efigenia Barcinas via e-mail at efigenia.barcinas@fe.navy.mil, prior to the date and time for responses in this notice. Firms shall not incorporate by reference PPQs or CPARS/ACASS previously submitted in response to other A-E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 1 Specialized Experience and Technical Competence. Firms may also address any adverse past performance issues. Information shall not exceed two double-sided pages (or four single-sided pages) in total. Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation. 4. QUALITY CONTROL (SF330, Part I, Section H): Firms will be evaluated on the strength of the quality control program proposed by the firm to ensure quality products and services under this contract and means of ensuring quality services from their consultants/subcontractors. Submission Requirements: Describe the quality control program that will be utilized for all deliverables of this contract and the management approach for quality control processes and procedures. The description shall: Explain the quality control program including an example of how the plan has worked for one of the projects submitted as part of SF330, Section F or how the plan will work if it has not been used previously. Provide a quality control process chart showing the inter-relationship of the management and team components. Describe specific quality control processes and procedures proposed for this contract. Describe the technical accuracy of and assurance of overall coordination of plans and specifications, and engineering and design services. Identify the quality control manager and any other key personnel responsible for the quality control program and a description of their roles and responsibilities. Describe how the firm’s quality control program extends to management of subcontractors. 5. PROGRAM MANAGEMENT AND CAPACITY (SF330, Part I, Section H): Firms will be evaluated on the ability to plan for and manage work under the contract and capacity to accomplish a variation of taskings simultaneously. Firms will be evaluated in terms of impact of this workload on the design staff's projected workload during the contract period and the ability to respond immediately to evaluate emergency operational problems. General statements of availability/capacity may be considered less favorably. Submission Requirements: Provide an organizational chart for the team and discuss the management plan for this contract and personnel roles in the organization. Describe the ability of the firm to manage, coordinate and work effectively with team members, both internal staff and consultants. Discuss the history of working relationships with team members, including joint venture partners where applicable. Describe the firm’s present workload and the availability of the project team (including consultants) for the specified contract performance period. Describe the workload/availability of the key personnel during the anticipated contract performance period and the ability of the firm to provide qualified backup staffing for key personnel to ensure continuity of services. General statements of availability/capacity may be considered less favorably. 6. FIRM LOCATION (SF330, Part I, Section H): Provided that the application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the contract, firms will be evaluated on the locations of their office or offices that will be performing the work under this contract and demonstrated knowledge of the general geographic areas in which projects could be located. Evaluation of firms will include consideration of their location within the general geographic area of the anticipated projects, primarily Guam. Submission Requirements: In Section H, provide the location of the office(s) that will be performing the work, including main offices, branch offices, and the offices of the team sub-consultants. Evaluation of firms will include consideration of their location within the primary geographic area of the anticipated projects. Provide a narrative describing the team’s knowledge of the primary geographic areas in which projects could be located. 7. SUSTAINABLE DESIGN (SF330, Part I, Section H): Firms will be evaluated in terms of their knowledge and demonstrated experience in applying sustainability concepts through an integral design approach and designing in accordance with recognized sustainability rating systems such as Green Globe, LEED, etc. Submission Requirements: Identify examples indicating design team (including consultants) experience and concepts employed, certification awarded, and accredited professionals proposed for this contract. For projects certified, submit a copy of the certificate (certificates are not included toward the overall page count). 8. VOLUME OF WORK (SF330, Part I, Section H): Firms will be evaluated in accordance with DoD Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 236.602-1, from data extracted from the Federal Procurement Data System (FPDS). Firms will be evaluated in terms of work previously awarded to the firm by DoD within the past 12 months with the objective of effecting an equitable distribution of contracts among qualified A-E firms including small, disadvantaged business firms, and firms that have not had prior DoD A-E contracts. Submission Requirements: Firms do not submit data for this factor. Architect-engineer firms which meet the requirements described in this announcement are invited to submit a completed SF-330 to the office shown below. Firms responding to this announcement by 31 March 2021 at 4:30pm local time will be considered. This is not a request for a proposal.
