SOURCES SOUGHT FOR INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) ARCHITECT AND ENGINEERING MULTIDISCIPLINE SERVICES FOR SMALL PROJECTS IN THE HAMPTON ROADS AREA OF RESPONSIBILITY PREDOMINATELY FOR NORFOLK NAVAL SHIPYARD AND NAVAL WEAPONS STATION YORKTOWN
This sources sought is market research—not a request for proposals—to identify eligible small businesses capable of performing an IDIQ multidisciplinary architecture-engineer contract for military construction and special project facilities. Services will be performed predominantly for Norfolk Naval Shipyard and Naval Weapons Station Yorktown, with work possible throughout the NAVFAC Mid-Atlantic area of responsibility. The IDIQ will have a five-year ordering period with a total contract fee not to exceed $95 million, and most task orders are expected for projects with construction costs of $1 million to $5 million, though larger or smaller projects may be included. The government anticipates awarding the contract by January 2028 and will use responses to decide whether to set aside the requirement for small business concerns. Interested firms should submit a capabilities statement and relevant project documentation demonstrating A-E design experience, workload capacity, subcontracting compliance, and CMMC status.
