The Naval Facilities Engineering Systems Command Mid-Atlantic is conducting a sources sought market survey for a Design-Bid-Build project to repair the Ammo Wharf, Dogleg, and Piers 56-59 at Joint Expeditionary Base Little Creek-Fort Story in Virginia Beach, VA. The project includes repairs to substructure, superstructure, decking, mooring and berthing systems, replacement of timber fender piles with composite piles, and utility repairs, with an estimated construction magnitude between $100 million and $250 million. The government is seeking responses from eligible small businesses (including SDVOSB, HUBZone, 8(a), and WOSB) to determine if a set-aside is appropriate; large businesses may only respond to the Project Labor Agreement questionnaire. The anticipated award of the contract is March 2027, and the government is also soliciting comments on the potential use of a Project Labor Agreement for this large-scale project.
