NAVFAC Mid-Atlantic seeks pre-construction and construction services for a design-bid-build E-130J Main Operating Base and Fleet Replacement Squadron training campus at Marine Corps Air Station Cherry Point, North Carolina, including aprons, taxiway, a three-bay maintenance hangar, training building, Mobile Support Unit compound, GSE warehouse, Building 244 renovation, and significant road and utility upgrades. The procurement uses an Early Contractor Involvement approach in two segments: an unrestricted Segment I for preconstruction services with three awards, and a Segment II for construction services limited to those three prequalified contractors with one award. Segment I begins at 35% design and requires collaboration on constructability, value engineering, cost and schedule risk, and small-business subcontracting opportunities. The construction magnitude is over $1,000,000,000, with preconstruction completion approximately 700 calendar days after award and construction approximately 1,825 calendar days after award. The government anticipates awarding preconstruction services by January 2027 and construction by September 2028.
