Combined Synopsis/Solicitation N4008525Q2502 This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR subpart 5.1 and 5.2, FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13, as supplemented with the additional information included in this notice. The government intends to solicit and negotiate with only one source under authority FAR 13.106-1(b)(1) - The proposed contract action is for a brand name only. In accordance with FAR 5.102(a)(6), the required justification or documentation is attached. The announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on (https://Sam.Gov/). The solicitation number is N4008525Q2502 and is issued as a Request for Quote (RFQ). This is the only RFQ for this requirement, it includes all the terms, and conditions as well as applicable FAR and DFARS clauses and provisions with respect to the anticipated purchase order. This solicitation documents and incorporates provisions and clauses in effect through FAC 2024-07, effective August 29, 2024. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The proposed contract action is for commercial supplies/services for which the Government intends to solicit and negotiate on a Sole Source basis to Signal Training Solutions LLC, 200A NE Woodbury Drive, Grain Valley, Missouri, 64029-8642, USA, under the authority of FAR 13.106-1(b)(1)(i). Responsible parties may identify their interest and capability to respond to the requirement or submit a quote by the date and time specified. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Naval Facilities Engineering System Command (NAVFAC) Mid-Atlantic requires Signal Training Solutions, LLC to provide Railroad Signal training to mechanics and supervisors that perform maintenance, repairs, maintain proficiency on legacy systems and new technology. This requirement is to provide formalized training and education that may be customized for the needs of the government and conducted at federal locations, such as Naval Station Annex Crane. Training will be provided for a total of ten (10) employees. Period of Performance: The performance period will commence following the award of contract.
