The intent of Solicitation N40085-23-R-2738 is for the construction of anti-terrorism force protection (ATFP) measures for Building 77 at the PNBC in Philadelphia, Pennsylvania. This project involves the removal of the existing parking lot markings, metal signs/post, relocation of existing light poles, and demolition of existing concrete sidewalks and parking lot pavements. Installation work shall consist of new crash rated post and rails, bollards, chain link fence, drop-arm beam barriers, and two or one way turnstiles. The result of this construction work shall improve the security perimeter of the Naval Surface Warfare building compounds at PNBC.

Authorization to limit competition for provision of the following brand name item is hereby sought. In addition, Ameristar products listed below were also utilized for other ATFP projects (NFPC & NSWC compounds) and were previously approved by SHPO. To prevent further project delay for SHPO approval, it was best to replicate previous approved SHPO products from Ameristar.
