The Contractor’s bid proposal shall provide a separate cost for each scope. The Base Bid scope and the Bid Option scope are defined in section G40 Site Electrical Utilities below. Overall Project Scope: The combined Base Bid and Bid Option scopes will replace the following existing NAS Oceana Substation 4 equipment, to include all switchgear, transformers, tap changers, circuit breakers, relays, control systems, metering equipment, station power equipment, batteries, SCADA, and all other electrical equipment. New equipment will be installed in place of the existing equipment. The new substation equipment capacity will be equal to or greater than the existing substation equipment, and will be fully compatible with the existing NAS Oceana electrical utility system. Existing 35kV line side and 5kV load side conductors will be reused, extended as needed, and terminated to the new equipment. Temporary substation equipment will be provided to maintain electrical service during installation of new equipment, and removed when new substation equipment is fully operational.
