This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation synopsis for the Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract for Roofing projects primarily at Marine Corps Installations in North Carolina. A sources sought notice was posted on February 6, 2023 under solicitation N40085-23-R-2627 to determine availability and capability of businesses to perform the requirement. Based on the market research results, the procurement will be solicited as a small disadvantaged business set aside. The NAVFAC Mid-Atlantic’s Office of Small Business Programs concurs with this decision. The work includes, but is not limited to, removal, replacement and installation of roofs and associated materials. Projects will include roof repair and replacement or new and existing roofs. Projects may require new construction, design, alteration or maintenance and repair or existing roof. Types of roofs include built-up, metal, single-ply membrane and shingle. Roofs may be sloped or flat. Types of buildings and facilities include administrative, industrial, warehouses, maintenance, communications, schools/training/education, personnel support, recreational, food services, training areas/ranges, roads, etc. Project size is estimated to be between $150,000 - $10,000,000, but the Government may elect to issue projects of a lower or higher dollar value. Work under this contract will be primarily performed at Marine Corps Base Camp Lejeune (including the New River Air Station) and Marine Corps Air Station Cherry Point. However, some work could be located in other areas within NAVFAC Mid-Atlantic’s AORs, including Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Pennsylvania, Virginia, North Carolina, South Carolina, Georgia and West Virginia. This procurement will utilize FAR Part 15 Contracting by Negotiation. The proposed contract listed here is a small disadvantaged business set-aside. The Government will only accept offers from small disadvantaged business concerns. The primary North American Industry Classification System (NAICS) Code for this procurement is 238160 and the annual size standard is $16,500,000. Estimated cost of the seed project is between $1,000,000 and $5,000,000. The Government intends to award this contract to more than one contractor. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation. The contract term will be a base period of one year plus four option years. Only the base period of the contract will offer a minimum guarantee. The completion date for the seed project will be 180 days after award. The contracts will replace six (6) contracts for similar services awarded in 2016. Combined task order requirements issued under all six contracts were not to exceed a maximum amount of ninety-five million dollars ($95,000,000).
