This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR subpart 5.1 and 5.2, FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13, as supplemented with the additional information included in this notice. The government intends to solicit and negotiate with only one source under authority FAR 13.106-1(b)(1) -The proposed contract action is for the rental of one each railcar locomotive mover. In accordance with FAR 5.102(a)(6), the required justification or documentation is attached. The announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on https://Sam.Gov/. The solicitation number is N4008523Q2532 and is issued as a Request for Quote (RFQ). This is the only RFQ for this requirement, it includes all the terms, and conditions as well as applicable FAR and DFARS clauses and provisions with respect to the anticipated purchase order. This solicitation documents and incorporates provisions and clauses in effect through FAC 2023-02, effective March 16, 2023. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 532412 and the Small Business Standard is $40 million. This requirement is being procured as Unrestricted. The proposed contract action is for commercial supplies/services for which the Government intends to solicit and negotiate on a Sole Source basis to McClung-Logan Equipment Company, Inc., 4112 Holland Blvd., Chesapeake, VA 23323, USA, under the authority of FAR 13.106-1(b)(1)(i). Responsible parties may identify their interest and capability to respond to the requirement, or submit a quote by the date and time specified. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic is in need of a railcar locomotive mover to move nuclear material around the shipyard in a special DODX railcar. The rail car weighs in excess 150 ton and can only be moved by rail. In addition, NNSY needs to be able to move railcars around the base to support shipbuilding, overhaul, nuclear refueling and decommissioning operations for the next 11 months while their navy owned locomotive is expected to be overhauled. The railcar mover locomotive shall meet or exceeds the Customer’s requirements. See attached Statement of Work for further details. Locations: NAVFAC MID ATLANTIC, Norfolk Naval Ship Yard (NNSY), Portsmouth, VA Period of Performance: The anticipated Rental Period is 01 June 2023 through 30 April 2024.
