Due to the lack in Non-Suppression Rescue Vehicles in the Navy Region Mid- Atlantic Fire and Emergency Services fleet it was determined that two excess Rapid Intervention Vehicles should be converted to meet the immediate needs. This conversion would allow the Navy F&ES the quickest avenue to address the shortfall in Non-Suppression Rescue Vehicles. This current short fall puts a considerable strain on the ability of the Navy F&ES to adequately respond to emergency situations at the Navy’s Facilities within the Mid- Atlantic AOR. This strain puts the Navy’s mission, property and personnel in imminent danger as the lack in Non-Suppression Rescue Vehicles has the potential to jeopardize the safety of government personnel and assets. Navy F&ES requests that this conversion be sole sourced to avoid the delays of requesting open bids that could result in adverse effects to safeguarding the Navy and its personnel.
