The intent of this pre-solicitation synopsis is to notify potential offerors of an Indefinite Delivery, Indefinite Quantity (IDIQ), Performance-Based contract with both Recurring and Non-Recurring Services to provide maintenance and repair to the fire alarm and sprinkler systems, nurse call, infant abduction system, and integrated electronic security systems at the Naval Medical Center, Portsmouth, Virginia and its outlying clinics. The Contractor shall provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide maintenance and repair services for specifically designed Johnson Controls systems at the Naval Medical Center for the Fire Alarm and Sprinkler System, Nurse Call System, CCTV, and IESS. These systems include microprocessors, programmable network fire alarm system controls, panel systems, as well as head end systems. The work includes supporting fire alarms, security/access controls, zone paging systems, and the nurse call systems located at the Naval Medical Center Portsmouth (NMCP) and throughout its outlying clinics The work identified is to be provided by means of a Facility Investment, Indefinite Delivery, Indefinite Quantity (IDIQ) contract with recurring and non-recurring work. Source Selection procedures will be used to select the best value offeror using tradeoff analysis in accordance with FAR Part 15 – Source Selection Processes. The solicitation and resulting contract award will be a performance-based service acquisition made to the responsible offeror whose proposal, conforming to the Request for Proposals (RFP), will be advantageous to the Government, price and other evaluation factors considered. The offeror’s proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. The solicitation requires the evaluation of price and the following non-price factors: Factor 1 – Technical Approach/Management, Factor 2 – Recent, Relevant Experience of the Firm, Factor 3 – Safety, Factor 4 – Small Business Utilization and Factor 5 – Past Performance on Recent, Relevant Projects. Factor 2 Recent, Relevant Experience of the Firm and Factor 5 Past Performance: The Offeror shall submit projects that are similar in size, scope and complexity to the solicitation. Size: A maintenance service contract with a yearly value of at least $2,000,000 or greater for recurring services. Non-recurring values for infrequent work will not be considered similar in size. Scope: Demonstrate the ability to provide all labor, management, supervision, tools, materials, equipment to perform Facility Investment Services to include: maintenance, repair, complete facility, and system restoration, by accessing the specifically designed Naval Medical Center Johnson Controls system and perform operational checks and other services as defined by the Request for Proposal (RFP). Complexity: Demonstrate the ability to respond simultaneously to service calls and maintenance requirements for various locations and buildings throughout the installation and supporting annexes. Demonstrate the ability to manage competing priorities in order to support customer demands. Offers shall be submitted for the performance of one-year, twelve-month period of performance. The Government has the option to extend the term of the contract services for four (4) additional one-year, twelve-month periods. The contract will be for a base period with four (4) one-year option periods, which, cumulatively, will not exceed sixty (60) months. The proposed procurement will be issued as a NAVFAC Mid-Atlantic Facility Investment Service Contract with online ordering capability using FedMall for the Indefinite Quantity Exhibit Line Item Numbers (ELINs) for non-Recurring services. Acceptance of Government Purchase Credit Cards is required along with the purchase of FedMall Encrypted software. The North American Classification System (NAICS) is 561621, the size standard is $22.0M. The proposed requirement will be solicited as a Full and Open procurement. The RFP will be made available in electronic format only (Adobe Acrobat (.pdf)) and will be posted on the SAM.GOV website on or about 23 November 2022. The estimated proposal due date shall be at least 30 days after the RFP is posted. Naval Facilities Engineering Command Mid-Atlantic (NAVFAC MIDLANT) is seeking Small Business, Small Disadvantaged Business, Women Owned Small Business, Service-Disabled Veteran-Owned Small Business, certified HUBZone Small Business, and certified 8(a) Businesses with current relevant qualifications, experience, personnel and capability are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the best interest of the Government. These systems support fire alarms, security/access controls, and the zone paging, public address, and the nurse call systems located at the Naval Medical Center Portsmouth (NMCP) and throughout the Naval Medical Center and its outlying clinics, therefore only SimplexGrinnell-Johnson Controls’ authorized technicians are permitted to work on these systems. Projects including fire suppression, CCTV, and access control systems all manufactured by SimplexGrinnell-Johnson Controls. Knowledge of the state regulations within the area of responsibility (AOR). Indicate whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and a Government/Agency point of contact. Size: A maintenance service contract with a yearly value of at least $2,108,593.00 or greater for recurring services. Indefinite Quantity/Indefinite Delivery values for infrequent work will not be considered similar in size. Scope: Workmanship for maintenance and repair shall include all work necessary to complete facility and system restoration, including accessing the specifically designed Naval Medical Center SimplexGrinnell-Johnson Controls system and perform operational checks. Upon completion of work, the Contractor shall ensure all facilities, systems, and equipment are free of missing components or defects which would affect the safety, appearance, or habitability of the facilities and structures or would prevent any electrical, mechanical, plumbing or structural system from functioning in accordance with design intent. Repairs shall be made in accordance with the manufacturers’ specifications and guidelines, and standard building codes. The quality of repairs shall meet the applicable standards and shall prevent any malfunction reoccurrences caused by poor workmanship, failure to access system controls or other contractor inadequacies. Complexity: Demonstrate the ability to respond simultaneously to service calls and maintenance requirements for various types of preventative maintenance, hardware maintenance, and software programming and repair of SimplexGrinnell-Johnson Controls proprietary equipment systems at various locations and buildings throughout the installation and supporting annexes. Demonstrate the ability to manage competing priorities in order to support customer demands.
