Combined Synopsis/Solicitation N4008522Q2524 This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR 13, as supplemented with the additional information included in this notice. The announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The solicitation number is N4008522Q2524 and is issued as a Request for Quote (RFQ). This solicitation documents and incorporates provisions and clauses in effect through FAC 2022-06, effective May 26, 2022. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 488490 and the Small Business Standard is $8 million. This requirement is being procured as an Unrestricted- Brand Name only procurement. The proposed contract action is for commercial supplies/services for which the Government intends to solicit and negotiate on a - Brand Name only basis under the authority of FAR 13.106-1(b)(1)(i). Interested persons may identify their interest and capability to respond to the requirement, or submit a quote by the date and time specified. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Naval Facilities Engineering System Command (NAVFAC) Mid- Atlantic requires a VDOT E-ZPass Electronic Toll Collection System Account and Transponders for all Government vehicles used by, but not limited to the following base locations at NAVFAC Mid- Atlantic Areas of Responsibility (AOR), as shown below. E-ZPass transponders are to be utilized on all Virginia, and Out-of-State E-ZPass toll roads, tunnels and authorized expressways. Locations: Naval Station Norfolk, Virginia Naval Air Station Oceana, Virginia Naval Weapons Station, Yorktown Virginia Norfolk Naval Shipyard, Portsmouth Virginia Naval Support Activity Crane, Indiana Naval Weapons Station Earle, New Jersey Naval Station Great Lakes, Illinois Joint Expeditionary Base Little Creek, Virginia Naval Support Activity Mechanicsburg, Pennsylvania Naval Submarine Base New London, Connecticut Naval Station Newport, Rhode Island Naval Support Activity Philadelphia, Pennsylvania Portsmouth Naval Shipyard, New Hampshire This Contract will serve as a method for making payments for the use of toll roads for official travel. This will allow for the following two payment methods. RAPID / MASS TRANSIT CARD OR DEVICES are to be used for supporting local and interstate business travel for the various bases supported by NAVFAC Mid-Atlantic. PAY BY PLATE charges will be addressed and paid as they are received by the Transportation Branch Core Department.
