Providence and Worcester Railroad Company owns and operates the railroad and crossing gates located at Naval Submarine Base New London. As such, this RFQ is a single source solicitation, as no other contractors can provide service and maintenance to the privately-owned railroad crossing gates. **In accordance with FAR 13.106-1(b) and FAR 6.303-2, only contractor Providence and Worcester Railroad Company is allowed to bid on this requirement.
