NAVFAC MIDLANT, Public Works Department Earle awarded an IDIQ contract for Miscellaneous Paving, Concrete, and Minor Construction on 14 September 2020 to L&L Paving Company. This effort was solicited as a competitive small business set-aside procurement with a 12-month base period and four 12-month option periods, if exercised. Except where otherwise stated, the Contractor shall furnish all labor, materials, equipment, tools, transportation, supervision, and management necessary to fulfill the requirements of task orders issued by the contracting officer to provide the services outlined below and described in the contract's Performance Work Statement (PWS). This contract is a non-recurring services firm-fixed price type contract with pre-priced line items. The work includes minor construction, repair, and alteration at predetermined wage, material and equipment costs, as designated by the Contracting Officer. The work will include, but not be limited to, installation and repair of pavements, sidewalks, reinforced concrete work, utility work, guide rails, loading platforms, and concrete bunkers. The work is located at NWSE in Colts Neck, New Jersey, and the NWSE waterfront area in Leonardo, New Jersey (including piers, trestles, and connecting roadways). This contract was awarded with the intent and maximum not-to-exceed capacity to provide for non-recurring Miscellaneous Paving, Concrete, and Minor Construction. These non-recurring services provide the station the ability to issue negotiated task orders for installation and repair of pavements, sidewalks, reinforced concrete work, utility work, guide rails, loading platforms, and concrete bunkers. Since there have been several critical, unexpected road repair requirements awarded under this contract during the past three years; more capacity for unexpected task orders was used than planned for when this contract was awarded in fiscal year 2020. As a result, this contract has reached its not-to-exceed maximum limit ahead of its projected completion date of 14 September 2025. At present time, this contract cannot support the volume of critical emergency projects that may be required before procurement and award of a new contract can be completed. The Government is actively pursuing the execution of a follow on contract with an anticipated award in August 2025. Under the exigent circumstances, completion of the construction efforts associated with mission critical or life safety related repairs under the current contract is the most practicable option available.
