This intent of this indefinite quantity contract is to obtain services for performing environmental Programs including Operation & Maintenance of environmental remedies and long-term monitoring at various sites. The services shall be performed in accordance with written task orders issued by the Contracting Officer during the term of this contract. Task Orders will be fixed-price with possible indefinite quantity work. Performance shall be in accordance with the qualifications set forth herein, as well as those cited in the applicable written task orders. The maximum value of the total orders issued under the Small Business-RAOMAC is $30 million. Work for this contract will involve assessment of remedial action effectiveness by measuring levels of chemicals in various media, assessing their impact on biota, and comparing the results with cleanup levels (CUL’s). That information will be used to identify contaminant trends in the environment in order to optimize operation and maintenance of the remedial action systems. Typical remedial actions systems may include but are not limited to: the construction of various soil, sediment and/or groundwater remediation systems that function as containment (e.g. soil cover, RCRA cap, slurry wall, pump & treat systems); in-situ treatment (e.g. natural attenuation, soil vapor extraction, enhanced bio-remediation, air sparging) or ex-situ treatment (air stripping, constructed wetlands, off- site disposal, stabilization, solidification). Place of Performance: NAVFAC MIDLANT anticipates awarding a Remedial Action Operations Multiple Award Contract(s) (RAOMAC) for projects at various locations in the United States; however the majority will occur in “New England” area (Maine, Massachusetts, Connecticut, Rhode Island) and the “Mid-Atlantic” area (New York, Pennsylvania and New Jersey). This contract may also be used anywhere in the Mid-Atlantic AOR.

The Naval Facilities Engineering Systems Command, Mid-Atlantic is seeking eligible Small Businesses, 8(a), HUBZone, Service-Disabled Veteran Owned, and/or Women-Owned Small Businesses capable of performing an Indefinite Delivery/Indefinite Quantity (IDIQ)[FLBCU(1] . NAVFAC MIDLANT anticipates awarding a Remedial Action Operations Multiple Award Contract(s) (RAOMAC) for projects at various locations predominately in the New England area (Maine, Massachusetts, Connecticut, Rhode Island) and the Mid Atlantic area (New York, Pennsylvania and New Jersey). This contract(s) will require the ability to manage multiple task orders concurrently. Work includes, but is not limited to, sites regulated under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), Underground Storage Tanks (UST), Clean Water Act, Clean Air Act, Natural Resources, and other environmental programs, which might require corrective action, mitigation, sampling, inspection programs, studies, or remedial action. This contract focuses primarily on environmental services and environmental studies but could involve other environmental work such as compliance projects. All work shall be in accordance with Department of the Navy Environmental Restoration Program Manual, OPNAV M-5090.1, MCO 5090.2a, and all other appropriate federal, state, and local laws and regulations. The selected Contractor(s) will be responsible for all labor, materials, appurtenances, transportation, equipment, and supervision required to accomplish environmental services entailing a wide range of projects. It is anticipated approximately three (3) to five (5) contracts will be awarded as a result of this potential solicitation. The duration of the contract(s) will be for one (1) year from the date of contract award with four (4) one-year option periods. The total five (5) year (base and four one-year options) estimated cost for all contracts will not exceed $30 million for the life of the contract. The preponderance of the work issued under these contracts will be between $10,000 and $5,000,000; however, smaller and larger dollar value projects may be considered. The primary North American Industry Classification System (NAICS) Code for this procurement is 562910 - Environmental Remediation Services, with a size standard of 500 employees. The contract(s) will include FAR clause 52.219-14 Limitations on Subcontracting, which states, “The concern will perform at least 25 percent of the costs of the contract, not including the cost of material, with its own employees.” Firms must be able to demonstrate bonding capacity for an aggregate amount of $2,000,000 per year. Please clearly identify the following information in Block 3, of the Contractor Information Form and provide a letter from the surety. It is requested that interested small businesses respond to this sources sought announcement by using the forms provided under separate files titled Sources Sought Contractor Information Form (form attached) and Project Data Form (form attached). These forms are required. Information not provided may prohibit your firm from consideration. It is requested that interested parties submit a brief capabilities package not to exceed 5 pages. This capabilities package shall address, at a minimum the following: (1) Examples of projects worked within the last five years of similar size, scope and complexity as the work indicated. Knowledge of the state regulations within the AOR. Indicate whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and a Government / Agency point of contact. (2) Company profile, to include number of offices and number of employees per office, annual receipts, office location(s), available bonding capacity in excess of $2,000,000 per contract, DUNS number, and CAGE Code. (3) Please indicate if you are Woman Owned, Service Disabled Veteran Owned, HUBZone or 8(a). (4) In order to assist us in determining the geographic boundaries of the contract(s) necessary to cover the RAO requirement within our AOR, please identify the geographic area in which you can operate in an efficient and economical manner. The capabilities package for this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company’s ability to demonstrate existing, or developed, expertise and experience in relation to this contract. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Navy in tailoring requirements to be consistent with industry capabilities. Size: Projects submitted shall greater than or equal to $100,000. Scope/Complexity: A relevant project is further defined as demonstrating the capability to perform a variety of environmental projects (i.e., remediation, monitoring, operation, and optimization for extended periods of time to reduce contaminants to site cleanup standards; along with implementation & management/maintenance of Land Use Controls (LUCs), maintenance of the final remedy, and preparation of five (5) year reviews.) Additionally, submitted relevant projects shall demonstrate the following characteristics: Experience as the Prime Contractor for submitted projects. Describe their primary role/duties in execution of the work on the submitted project. Subcontractor experience will not be considered. A capability statement that demonstrates the company owns and employs the appropriate labor and equipment to execute the workload. A list of current employees able to serve as a Project Superintendent, Quality Control Manager, and/or Site Safety and Health Officer (SSHO). Please note that if you are responding as an 8(a) Mentor-Protégé, you must indicate that percentage of work to be performed by the protégé. A copy of the SBA letter stating that your 8(a) Mentor-Protégé agreement has been approved would be required with your proposal, if requested. This notice is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and ultimate issuance of an award. Upon review of industry responses to this sources sought notice, the Government will determine whether a set-aside procurement in lieu of full and open competition is in the Government’s best interest.
