THE NAVAL FACILITIES ENGINEERING COMMAND (NAVFAC), MID-ATLANTIC, NWS EARLE – COLTS NECK NJ, INTENDS TO ISSUE A FIRM FIXED PRICE CONSTRUCTION CONTRACT TO REPLACE THE TORN X14 POOL LINER,, REPAIR THE DAMAGED ADHERED SYNTHETIC PELLET SURFACES ON THE POOL DECK (AQUASEAL RESURFACING-POLYSOFT BY AQUASEAL (EVA PLASTIC), PROVIDE A NEW DUAL POOL MAIN DRAIN WITH A SECTION LIMITING DRAIN SYSTEM TO BRING THE X14 POOL INTO CONFORMANCE WITH A CURRENT CODE REQUIREMENTS, REPAIR A LEAK IN POOL MAIN DRAIN PIPING LEADING TO THE FILTRATION SYSTEM IN THE POOL’S EQUIPMENT ROOM. The work includes, but is not limited to all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide minor construction, repair, and alteration as stated above The magnitude of this contract is between $25,000 and $100,000. The contract completion date (CCD) is time sensitive. Pool must be ready for use by 30 May 2021. Responsible certified individual in accordance with federal, state, local, installation laws and requirements shall perform all work. Aqua Seal Resurfacing must be performed by qualified installers. This procurement will follow simplified acquisition procedures and construction contracting as proscribed by Federal Acquisition Regulation (FAR) Parts 13 and 36. This requirement will be solicited as a small business set-aside. The North American Industry Classification System (NAICS) Code is 238990 with a small business size standard of $13,000,000.00. The Government anticipates awarding one FFP Contract. The solicitation can be viewed and and downloaded at https://beta.sam.gov/ when it becomes available. All interested bidders shall register at the Beta Sam. Registration and downloading is free of charge. The solicitation will not be provided in a paper format or CD ROM. The solicitation will be available in electronic format only. All documents will be in the Adobe Acrobat PDF file, MS Word and/or Excel format. The free Acrobat Reader, required to view PDF files, can be downloaded from the Adobe website. Notification of any changes to the Solicitation (amendments) shall be made only on the Beta Sam website. It is the bidders responsibility to ensure that all amendments are downloaded and acknowledged with their bid. An award date has not been established at this time but will be published in the Solicitation is released. The purpose of this Sources Sought is to help The Department of the Navy, Naval Facilities Command (NAVFAC) Naval Weapons Station Earle (NWSE) understand industry best practices and sources capable of meeting the requirements detailed by this announcement. NWSE welcomes responses from all interested parties; however, no decision or award of contract will be made based on responses from industry. NWSE will not pay for the preparation of, nor the subsequent use of, information submitted in response to this Sources Sought. Respondents will not be notified of the outcome of NWSE’s review of the information received. Additionally, NWSE does not intend to hold discussions concerning this Sources Sought with any interested parties, but reserves the right to contact contractors if additional information is required for clarifications as it pertains to this request for information (RFI). Requirement: NWSE intends to contract to replace the torn X14 pool liner, repair the damaged adhered synthetic pellet surfaces on the pool deck, provide a new dual pool main drain with a suction limiting drain system to bring the X14 pool into conformance with current code requirements, and repair a leak in pool main drain piping leading to the filtration system in the pools equipment room. Furthermore, any contractor must establish and maintain coordination between all parties, and provide project management services. To that end, NWSE seeks to gather information about sources able to meet this requirement. The NAICS Code for this requirement is 238990 All Other Specialty Trade Contractors. The associated small business size standard for this industry is $13,000,000.00. Instructions to Contractors: All interested contractors are encouraged to submit a response clearly demonstrating their capability to perform this requirement. Proposals are not being requested at this time. Responses to this Sources Sought cannot be considered as offers and cannot be accepted by the Government to form a contract. No formal solicitation exists at this time and no set-aside decision has been made. Responses to this Sources Sought should include the following information: Provide documentation that explicitly demonstrates the capacity and capability of satisfying the Governments requirement. This may include contract numbers, locations, and (if available) points of contact for previous similar work. The capabilities statement should be brief and concise; do not exceed ten (10) single sided pages, double spaced, 12 pt. font. Small business that are only partially able to satisfy this requirement are encouraged to submit a capabilities statement in order to aid in identifying possible subcontracting opportunities. All Contractors must be registered in Contractor DataBase through BETA SAM before award. Provide statement of the firms; socioeconomic status (i.e. SB, 8(a), HubZone, EDWOSB, WOSB, SDVOSB, etc) and size.
