THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes, determine whether to set-aside the requirement for small businesses, and determine if commercial sources are available for the upcoming Request for Proposals (RFP) for: Trailer Procurement Phase II, Hurricane Florence Recovery at Marine Corps Base (MCB) Camp Lejeune and Marine Corps Air Station (MCAS) Cherry Point, North Carolina. Naval Facilities Engineering Command Mid-Atlantic is specifically seeking 8(a) small businesses, HUBZone small businesses, Service Disabled Veteran Owned small businesses, Women Owned small businesses, Economically Disadvantaged Women Owned small businesses, or other small businesses with current relevant qualifications, experience, personnel, and capabilities to perform the requirement proposed below. The work includes, but is not limited to, delivery and set-up of sixty-two (62) temporary facilities at MCB Camp Lejeune and thirteen (13) temporary facilities at MCAS Cherry Point. The facilities will include administrative, post office, medical aid station, computer lab, chapel, fire station, and classroom trailers. The facilities shall be in new condition. The scope of work and specifications are forthcoming in the RFP. Procurement Method: FAR Part 15 - Contracting by Negotiation The NAICS Code for this procurement is 332311, Prefabricated Metal Building and Component Manufacturing, and the annual size standard is 750 employees. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Offerors can view and/or download the solicitation, and any attachments, at https://beta.sam.gov/ when it becomes available. The proposed contract listed here is being considered for 100 percent set-aside for small business or small business concerns. Interested small business concerns should, as early as possible, but not later than 7 days of this notice, indicate interest in the acquisition by providing to the contracting office evidence of capability to perform and a positive statement of eligibility as a small business concern. If adequate interest is not received from small business concerns, the solicitation will be issued as unrestricted without further notice. If the solicitation is issued as unrestricted, large business concerns will be required to submit a subcontracting plan prior to award of the contract. The solicitation utilizes source selection procedures, which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government. Notifications of interest must be submitted in writing via email; phone calls will NOT be accepted. Interested parties should respond as soon as possible but no later than 1400 (EDT) on 15 January 2020.
