This annoucement constitutes the only solicitation. The solicitation number is N4008520R3013, and issued as a Request for Proposal (RFP), unless otherwise indicated herein. This requirement is a Small Business set-aside and only qualified offerors may submit proposals. The Contractor shall provide all labor, management, supervision, tools, materials, and equipment required to perform Automatic Door Maintenance and Repair Services at Naval Submarine Base New London in Groton, CT. The work identified is to be provided by means of a combination firm-fixed price (recurring) work and indefinite quantity (non-recurring) work type contract. This announcement constitutes an official Request for Information (RFI) as defined by FAR 15.201(e). This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability and availability of sources with automatic door maintenance and repair experience. The Naval Submarine Base New London in Groton, Connecticut is seeking qualified companies to provide Automatic Door Maintenance and Repair Services for Naval Submarine Base New London, Groton, CT. The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform automatic door maintenance and repair services as described in the Performance Work Statement and associated attachments. The work will be accomplished under a combination Recurring/Firm Fixed Price (FFP) and Non-Recurring/Indefinite Delivery Indefinite Quantity (IDIQ) Contract. Sources sought include small business, veteran-owned small business, service-disabled small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The NAICS code is 238290 (Other Building Equipment Contractors). The Small Business Size Standard is $16.5 million. Interested vendors should include the following information: Company name, address, point of contact, phone number, e-mail address, business size, and disadvantaged, 8(a) or HUBZone status. Vendors are also invited to provide the following information, paying particular attention to address: contracts of similar scope and size, references, and record of past performance. All responsible interested sources are encouraged to submit their capabilities in regard to the above no later than 5:00 PM on 14 February 2020. At a minimum, please fill out and submit the attached Sources Sought Information Request Form. All information is to be submitted at no cost or obligation to the Government. The contract term will be a base period of one year plus four option periods (total five years). Estimated contract start date is 1 May 2020. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract on time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option-to-Extend Services clause.
