The intent of this pre-solicitation synopsis is to notify potential offerors of a Facility Support, Indefinite Delivery, Indefinite Quantity (IDIQ), Performance-Based contract with Non-Recurring services to provide Wastewater Treatment Services at Norfolk Naval Shipyard, Portsmouth VA GENERAL WORK REQUIREMENTS: The contractor will be required to furnish all labor, management, supervision, tools, materials, and equipment required for processing (both mechanically and chemically) dry dock industrial waste water, and ship’s bilge water for discharge to the Virginia Pollution Discharge Elimination System (VPDES) and to efficiently operate, maintain and repair the Wastewater Treatment Plant and Collection System at Norfolk Naval Shipyard, Portsmouth Virginia. The services will be acquired utilizing procedures found under Federal Acquisition Regulations (FAR) 14 – Sealed Bidding. Offers shall be submitted for the performance of work for a period of one year. However, the initial term of the contract may be for a period of less than one year. The Government has the option to extend the term of the contract services for additional periods of one to twelve months. The contract will be for a base period with 4 one-year option periods, which, cumulatively, will not exceed sixty months. The proposed procurement will be issued as a NAVFAC Mid-Atlantic Electronic Facilities Support Contract with online ordering capability using FedMall for the Non-Recurring Exhibit Line Item Numbers (ELINs). Acceptance of Government Purchase Credit Cards is required along with the purchase of FedMall Encrypted software. The North American Classification System (NAICS) code is 562219, the size standard is $41.5M. The proposed procurement listed herein is restricted to 8(a) Small Business concerns. The RFP will be made available in electronic format only (Adobe Acrobat (.pdf)) and will be posted on the Beta SAM website around 15 September 2020. The estimated proposal due date shall be at least 30 days after the RFP is posted. Notifications of any updates or amendments to the solicitation will be posted on this website only. Contractors are encouraged to register on the Beta SAM website. The contractor shall transfer wastewater from holding tanks for treatment, treat the water, and discharge the water to the VPDES entrance designated by the Government. The contractor shall monitor and record water flow received for treatment using Government provided flow-meters. Rainfall which contributes significantly to dry dock wastewater will occur in random amounts, bilge water will occur depending upon ship’s arrival. Estimated annual accumulation of water to be processed is 40,000,000 gallons. The Contractor shall employ certified wastewater treatment plant operators who are experienced in similar plants and systems to perform the requirements of this functional section. Each Wastewater Treatment Plant Operator must possess or have received through reciprocity a current/valid operator's certificate equivalent to the highest wastewater certification grade/class level issued by the Wastewater Works Operators Certification Board of Examiners from the state of Virginia. All other personnel operating the wastewater treatment plant must have the second highest wastewater certification grade/class level issued by the Wastewater Works Operators Certification Board of Examiners from the state of Virginia or reciprocity from applicable states. The chemist and the laboratory analyst shall complete yearly training in order to keep the personnel updated with the latest local and Federal environmental regulations, public health concerns, laboratory procedures, and safety requirements.
