PRE-SOLICITATION NOTICE This is NOT a request for proposal or invitation for bid. Naval Facilities Command Engineering (NAVFAC), Public Works Department (PWD) Newport, located at Newport, Rhode Island, announces a requirement for a Firm Fixed Price (FFP) construction contract for Solicitation Number N4008520B3338, Main Distribution Switchboard. Bonds will be required. The contractor should provide all labor, tools, materials, equipment, and qualified supervision as provided in the Statement of Work, Drawings, and Specifications. Some of the tasks included but are not limited to: disconnect the existing main distribution switchboard feed and load-side conductors; remove and dispose of the existing two section main distribution switchboard (1,600 amps, 480Y/277 volts, 3 phase, 4 wire, 60 hertz); provide and install a new main distribution switchboard as indicated in this specification and on the associated drawing; reconnect the existing main distribution switchboard feed and load-side conductors; and complete incidental related work. Project Information: Solicitation Number: N4008520R3338 Title: Main Distribution Switchboard Location: Naval Undersea Warfare Center (NUWC), Newport, RI, 02841 The Government will issue the solicitation as an Invitation for Bid (IFB) as a 100% Total Small Business Set-Aside. Contract award based on FAR Part 14 – Sealed Bidding. The project consists of a Base Bid only. Price is the only evaluation factor. The Government shall award the Base Bid to the responsive and responsible bidder with the lowest price acceptable to the Government. The Invitation for Bid (IFB) will be issued on or about 29 June 2020. The offeror is responsible to monitor and download any amendments for the solicitation from the Contract Opportunities (https://beta.sam.gov) website. Description of Work: SBA Size Standard: $16.5 Million Construction Magnitude: Between $100,000 and $250,000 North American Industry Classification System (NAICS) Code: 238210 – Electrical Contractors and Other Wiring Installation Contractors Product Service Code (PSC): Z2AA – Repair or Alteration of Office Buildings Project Completion: 150 calendar days from Notice to Proceed Because of the COVID-19 outbreak, an organized site visit may or may not be scheduled. Specific date and time will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors who attend must ppractice social distancing when possible and where a face covering when unable to practice social distancing. Potential bidders must be currently registered in the System for Award Management (SAM) to be eligible for award.
