This work includes but is not limited to Design and construction of a two-story addition, including a new freight elevator and incidental related work at existing building at Naval Support Activity, Mechanicsburg, PA. The addition includes approximately 1,075 gross square feet of floor area on the first floor and approximately 803 gross square feet of floor area on the second floor; providing a total of 1,878 gross square feet. This acquisition will result in the award of a design-build contract for the design and construction of a fully operational and functional storage/staging area addition including the addition of a new freight elevator. Procurement method: Contracting by Negotiation The contract will be awarded on Lowest Price Technically Acceptable basis. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government. The solicitation requires the evaluation of price and the following non-price factors: Factor 1 – Corporate Experience Factor 2 – Technical Approach Factor 3 – Safety Factor 4 – Past Performance The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts. Estimated cost range: $1,000,000 to $5,000,000 This is a new procurement. It does not replace an existing contract. No prior contract information exists. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns. A sources sought notice N4008519R1731 for this procurement was posted on March 4, 2019 on NECO and FBO, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to set aside this procurement under the Small Business Program.
