The Marine Corps Recruit Depot Parris Island (MCRD-PI), South Carolina Facilities Engineering Acquisition Division has a requirement to perform repairs to (2) solar hot water collector systems and conduct pressure testing on (4) solar hot water collector systems. Systems are comprised of a Heliodyne 550 exchanger, each has three arrays with total of seventy-eight collectors (three rows of twenty-six). Under the authority of 10 USC 2304(c) (1) pursuant to FAR 13.106-1(b)(1)(i), the construction to be sole sourced directly affects the performance of a secondary construction project that is being performed aboard MCRD-PI. Given the circumstances, it is in the government’s best interest to ensure construction to be sole sourced to vendor currently constructing heating/cooling plant to which the solar hot water collector systems will directly connect to. As evidenced in the sole source justification provided by the requiring activity, source is not restricted for manufacturer materials but to contractor who may perform the work. The contractor being selected is the mechanical sub-contractor for an associated project aboard MCRD-PI - build a new heating/cooling plant - with the Energy Savings Program Contract (ESPC). The heating/cooling plant will conjoin and make operational the solar hot water collectors and heat exchangers that are currently located on MCRD-PI in accordance with the ESPC. The contractor identified is Mitchell Brothers, Incorporated of Seacrest, South Carolina. The period of performance will be (90) calendar days from the contract awarded from the forthcoming solicitation. The solicitation will be posted on or about 24 May 2019 with a closing date of 24 June 2019. The NAICS code is 236220 and the small business size standard $36.5 million. All responsible sources may submit a capability statement which shall be considered by the agency, NLT 23 May 2019.
