NAVFAC Mid-Atlantic is conducting a sources-sought market research notice only—not an RFP—to assess business availability and capability for environmental services and regulated waste collection/disposal. The anticipated contract is firm-fixed-price/indefinite-quantity and performance-based, with a total term including options not exceeding 60 months, and service response times of 30 calendar days for routine work, 8–24 hours for spill response, and 3 calendar days for expedited services. Performance will occur at Marine Forces Reserve facilities in 48 states (excluding Alaska and Hawaii), Puerto Rico, and the District of Columbia, plus Naval Reserve Centers and Navy installations within the NAVFAC MIDLANT AOR, including CT, DE, IL, IN, KY, ME, MD, MA, MI, NH, NJ, NY, NC, OH, PA, RI, VT, VA, WV, and WI. The contractor would provide labor, management, tools, materials, transportation, equipment, and a web-based waste record system for hazardous/non-hazardous/universal/medical waste, recycling, sampling/lab analysis, spill cleanup, tank/OPS/parts washer maintenance, environmental surveys, and regulatory reporting. Relevant past performance should include environmental service contracts valued at least $3,000,000 per year, covering multiple simultaneous actions across a wide geographic area in an efficient and compliant manner.
