Naval Facilities Engineering Systems Command Mid-Atlantic, in support of DON, is evaluating its available pathways to competitively solicit and award a pilot project in the utility domain. It is the DON’s desire to enter into a mutually acceptable Exchange Agreement whereby the Potable Water and Wastewater Infrastructure at Naval Station Newport are divested to another entity with award of an easement for the location of the utility in exchange for an in-kind consideration of at least equal value.
