The purpose of this Request for Information (RFI) is to seek information on how an interested entity could renovate, redevelop, and/or otherwise utilize up to approximately 12.31 acres (approx. 1 acre of shoreline and approx. 11.31 acres of Water Rights) of industrial waterfront property located at NNSY St. Helena in Norfolk, Virginia (“Premises”). Responders should be interested in engaging with DON in a long-term ground lease agreement in exchange for in kind consideration under 10 U.S.C. § 2667, or in an exchange authorized under 10 U.S.C. § 2869(a). While DON does NOT presently intend to offer an Industry Forum, parties who are interested in a limited tour may contact Mr. Patrick Childs, Community Plans and Liaison Officer, Norfolk Naval Shipyard at john.p.childs12.civ@us.navy.mil. Industry responders are encouraged to complete and submit a response to this Request for Interest (“RFI”) in support of their proposed project renovation, redevelopment, and/or other ideas/concepts for the subject property no later than 5:00 PM EDT on Monday 08 April 2024. THIS IS A REQUEST FOR INTEREST. This RFI is a market research tool issued to determine the availability and adequacy of potential business sources for the DON’s information and planning. The purpose of this RFI is to gain familiarity with the current market by gathering information in a formal, structured, and fair manner which the DON will consider when determining whether to issue a Request for Proposal (RFP). This is not a RFP or a promise to issue an RFP or any other solicitation type in the future. This RFI does not obligate the Government to offer the property or purchase services from any responder. The DON reserves the right to cancel this RFI at any time. The DON will not accept unsolicited proposals at this time. All costs incurred in responding to this RFI will be the sole responsibility of the responder. Not responding to this RFI does not preclude participation in future RFP’s.
