The scope of work includes developing and implementing a preventive maintenance program, inclusive of responding to emergency service calls for Vertical Transportation Equipment (VTE). The work should include all labor, materials, supervision, management, and equipment necessary to perform the work. The combination recurring (firm fixed price) and non-recurring (indefinite quantity) contract shall provide for a base period of one (1) year, plus four (4) options each being twelve(12) months. The base period of the contract will offer a minimum guarantee. The combined synopsis/solicitation will be issued "Unrestricted" under NAICS Code 238290; Small Business size Standard Size is $16.5M. Offerors will be evaluated using the commercial procedures as perscribed in FAR Part 12. The Government intends to award a contract resulting from this solicitation to the responsible contractor witht he lowest price, technically accepable proposal using the following evaluation factors; Price, Corporate Experience, Safety, and Past Performance. The offerors proposal shall contain a response to each of the evaluation factors and shall be in the form perscribed by the solicitation. Th resulting contract will be awarded to the responsible offeror whose proposal conforms to the Request for Proposal (RFP) and wil be most advantageous to the Government, price and other evaluation factors considered. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. This announcement constitutes an official Request for Information (RFI) as defined by FAR 15.201(e). This is a sources sought notice (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability and availability of sources with elevator maintenance and repair experience. The Naval Submarine Base New London in Groton, Connecticut is seeking qualified companies to provide Elevator Maintenance and Repair Services for Naval Submarine Base New London, Groton, CT. The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform elevator maintenance and repair services as described in the Performance Work Statement and associated attachments. The work will be accomplished under a combination Recurring/Firm Fixed Price (FFP) and Non-Recurring/Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The contract term will be a base period of one year plus four option periods. Estimated contract start date is 1 February 2021. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract on time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option-to-Extend Services clause. Sources sought include small business, veteran-owned small business, service-disabled small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The NAICS code is 238290 (Other Building Equipment Contractors). The Small Business Size Standard is $16.5 million.
