The Contractor shall provide all labor, equipment, supplies, transportation, and supervision for Mobile Crane Services (crane rental with operator(s)) to support weight handling requirements for ship loading of ordnance (ammunition) materials, port service operations, and other public works type operations for Naval Weapons Station Earle locations in Leonardo and Colts Neck, New Jersey. A Firm-Fixed Price Indefinite Quantity Indefinite Delivery type contract consisting of a base period of one-year with up to four (4) one-year option periods shall be utilized for this requirement. The contractor will be required to provide operators and hydraulic crane equipment of various minimum lift capacities (75 Tons, 100 Tons, 200 Tons and 250 Tons) in order to meet Navy needs. Equipment and operators provided shall comply with COMNAVREGMIDLANTINST 11261, NAVFAC P-307, USACE EM 385- 1-1, and 29 CFR Parts 1910 and 1926. Crane service operations will be under the direction of the Navy’s Rigger in Charge. Availability of equipment, agility of schedule, and adherence to a strict safety standard are imperative in order to meet the Navy’s needs. A Request for Quotations (RFQ) will be issued for this work with the solicitation and award made utilizing FAR Subpart 13.5 — Simplified Procedures for Certain Commercial Items. One contract will be awarded from the solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation criteria for award will be included in the solicitation. The NAICS Code for this acquisition is 238990 (All Other Specialty Trade Contractors). The size standard is $16,500,000. The proposed procurement will be issued as Unrestricted, open to both large and small business concerns, based upon the responses received from the Sources Sought announcement CraneSourcesSought2021 dated 07 June 2021 to 22 June 2021. The estimated release date of the solicitation is 16 August 2021. The estimated receipt date for quotes is 15 September 2021 by 2:00 p.m. (see solicitation documents when available for quote submission instructions).
