This is a SYNOPSIS for commercial items prepared in accordance with the information in FAR Part 12 Acquisition of Commercial Items and using Simplified Acquisition Procedures found at FAR 13, as supplemented with the additional information included in this notice. This synopsis SHALL be posted on BETA SAM (https://beta.sam.gov/) The Request for Quote (RFQ) solicitation number is N40085-20-T-0147. This solicitation documents and incorporates provisions and clauses in effect through FAC 2020-08, effective 08-13-2020 and DFARS Publication Notice effective 06-05-2020. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 511210 and the Small Business Standard is $41.5 M. This requirement will be solicited on an unrestricted basis. Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic Norfolk, VA 23511-3095 intends to negotiate a sole source firm fixed-price contract to Aerva, Inc., 1015 Maple St, Danville, IL 61832 for AerWave software packages, as required by the Command. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete with this proposed contract based upon any responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The software packages will begin 01 October 2020 – 30 September 2021. The solicitation includes a 12-month base period, three (3) 12-month option years and FAR clause 52.217-8 to extend the term of the contract for an additional six (6) months. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award. This announcement will close at 2:00 PM (EST) on 20 August 2020.
