The government seeks quotes for a performance-based Rapid Spill Response and Prevention contract supporting U.S. Navy, Marine Corps, Army, and Air Force bases and facilities throughout mainland Japan, including Okinawa and surrounding waters up to 12 nautical miles (Zones 1–7). The work will be awarded as fixed-price task orders under a basic Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract, covering both recurring and non-recurring environmental spill response and prevention services detailed in the Performance Work Statement. The contract consists of a 12-month base period plus seven 12-month option periods. The contractor must furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform the services. Recurring work under CLIN 0001 satisfies any required minimum guarantee.
