THIS IS A SOURCES SOUGHT NOTICE, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT WILL USE RESPONSES TO THIS SOURCES SOUGHT NOTICE TO MAKE APPROPRIATE ACQUISITION DECISIONS. The purpose of this Sources Sought Notice is to collect information of qualified contractors as part of a market research conducted by NAVFAC Far East FEAD Okinawa for Collection, Holding, Transfer (CHT) and Treatment of Black and Grey Wastewater at Anchorage; Treatment and/or Disposal of Oily Wastewater (OWW) for Commander Fleet Activities Okinawa (CFAO). The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements consisting of appropriate documentation, literature, brochures, and references. The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company’s ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. The North American Industry Classification System (NAICS) Code is 562219. Performance Period: Base Period and four (4) Option Periods of 12 months each. Work Requirements: The Contractor shall furnish all labor, supervision, management, tools, materials, equipment to collect, hold, transfer, and treatment black and gray wastewater (CHT) at anchorage; and treatment and/or disposal of oily waste water (OWW) generated from ships (to include small crafts or submarines) in accordance with Japan Environmental Governing Standards (JEGS), applicable Japanese laws and regulations, and installation procedures under a performance-based contract that is comprised of Non-Recurring Work Items. A copy of the draft Performance Work Statement (PWS) is provided for reference. Note: Information contained in this draft PWS may be subject to change. Instructions for Interested Parties: Entities responding to this Sources Sought Notice are requested to submit the minimum information necessary for the Government to make a determination that adequate business entities exist that are capable of satisfying the Government’s requirements. All interested firms may submit following information using the form provided under separate file titled “Sources Sought – Contractor Information Form”, attachment (1) to demonstrate capabilities and capacity. Interested parties should respond by 10:00 AM (Japan Standard Time) on 12 March 2024, via email to naoko.umemoto.ln@us.navy.mil. The subject line of the email shall read: “Response to Sources Sought for CHT and OWW service for CFAO”. No telephone calls will be accepted requesting a Request for Proposal (RFP) package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this notice, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
