***This is only Pre-Solicitation notice*** This notice does NOT constitute a request for proposal, request for quote or invitation for bid. This notice shall NOT be constructed as a commitment by the Government for any purpose. Interested parties can view and/or download the solicitation when it becomes available. GENERAL INFORMATION In accordance with the Federal Acquisition Regulation (FAR) 5.207, Naval Facilities Engineering Systems Command Far East (NAVFAC FE) FEAD Camp Butler intends to solicit proposals for IE-SHIMA MARINE CORPS BASE FACILITIES MULTI-FUNCTION MAINTENANCE AND SERVICES AT MCB CAMP SMEDLEY D. BUTLER, OKINAWA JAPAN. The scope of work includes, but is not limited to, provision of all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform Facility Investment, Integrated Solid Waste Management and Grounds Maintenance and Landscaping at Ie-Shima Marine Corps Base Facilities. Anticipated contract will be a firm-fixed price (FFP) single-award Indefinite Delivery / Indefinite Quantity (IDIQ) type performance-based service contract comprised of Recurring and Non-Recurring work requirements. The anticipated period of performance is a 12-month base period and seven (7) one-year option periods. Option periods are for the continuation of services as stated above and are not guaranteed. Exercise of options are subject to determination that it is in the best interest of the Government. The Government intends to utilize the Lowest Price Technically Acceptable (LPTA) source selection process in accordance with FAR 15.101-2. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost/price factors. CONTRACTOR LICENSING REQUIREMENTS Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Offerors will be required to provide verification on required license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. Contractors must be registered to do business in Japan and possess all valid permits and licenses as required by the contract and must have a Japanese bank account in order to receive payment via DFAS Japan. STATUS OF FORCES AGREEMENT The U.S. Government will not offer “United States Official Contractor” status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government intend to certify any employees of a contractor as “Members of the Civilian Component” under Article I (b) of the SOFA. SAM REGISTRATION All offerors (i.e., whether individually or as a joint venture, etc.) responding to this solicitation must be registered in the System for Award Management (SAM) database to be eligible for award. An Offeror is required to be registered in SAM when submitting its offer/quotation/bid, and shall continue to be registered at all relevant times, i.e., time of award, during contract performance, and through final payment of the contract resulting from this solicitation. CAUTION: All offerors are required to be registered in SAM at the time their offer/quotation/bid is submitted. Offerors with no active SAM registration upon receipt of their offer/quotation/bid shall be considered ineligible for award.
