GENERAL INFORMATION In accordance with the Federal Acquisition Regulation (FAR) 5.207, Naval Facilities Engineering Systems Command Far East (NAVFAC FE) FEAD Camp Butler intends to solicit proposals for IE-SHIMA MARINE CORPS BASE FACILITIES MULTI-FUNCTION MAINTENANCE AND SERVICES AT MCB CAMP SMEDLEY D. BUTLER, OKINAWA JAPAN. The scope of work includes, but is not limited to, provision of all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform Facility Investment, Integrated Solid Waste Management and Grounds Maintenance and Landscaping at Ie-Shima Marine Corps Base Facilities. Anticipated contract will be a firm-fixed price (FFP) single-award Indefinite Delivery / Indefinite Quantity (IDIQ) type performance-based service contract comprised of Recurring and Non-Recurring work requirements. The anticipated period of performance is a 12-month base period and seven (7) one-year option periods. Option periods are for the continuation of services as stated above and are not guaranteed. Exercise of options are subject to determination that it is in the best interest of the Government. The Government intends to utilize the Lowest Price Technically Acceptable (LPTA) source selection process in accordance with FAR 15.101-2. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost/price factors. CONTRACTOR LICENSING REQUIREMENTS Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Offerors will be required to provide verification on required license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. Contractors must be registered to do business in Japan and possess all valid permits and licenses as required by the contract and must have a Japanese bank account in order to receive payment via DFAS Japan. STATUS OF FORCES AGREEMENT The U.S. Government will not offer “United States Official Contractor” status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government intend to certify any employees of a contractor as “Members of the Civilian Component” under Article I (b) of the SOFA. SAM REGISTRATION All offerors (i.e., whether individually or as a joint venture, etc.) responding to this solicitation must be registered in the System for Award Management (SAM) database to be eligible for award. The intent of this notice is to conduct market research and identify potential contractors that are capable of performing the work in Japan and interested in the Department of Navy’s requirement for IE-SHIMA MARINE CORPS BASE FACILITIES MULTI-FUNCTION MAINTENANCE AND SERVICES AT MCB CAMP SMEDLEY D. BUTLER, OKINAWA JAPAN. The information will be used within the NAVFAC FE Contracting Division and will not be disclosed outside the agency. NAVFAC FE, FEAD Camp Butler is seeking qualified contractors and subcontractors that are licensed to conduct business in Japan for MULTI-FUNCTION MAINTENANCE AND SERVICES including Facility Investment Maintenance Services, Integrated Solid Waste Management, and Grounds Maintenance and Landscaping services. SERVICES DESCRIPTION: The proposed MULTI-FUNCTION MAINTENANCE AND SERVICES will require the contractor to furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform following: - Facility Investment services for facilities, ground structures, real property equipment and installed equipment and systems: Fire Suppression Systems Exhaust Hood and Ducts Grease Traps Septic Tanks Oil Water Separators Gate Barrier Systems - Refuse collection, disposal and recycling - Grounds maintenance and landscaping Location: Marine Corps Installations, Ie-Shima Island Okinawa, Japan Contract Type: Firm Fixed Price/IDIQ Services contract with RECURRING and NON-RECURRING services. Anticipated period of performance is total eight (8) years consist of one (1) year base period and seven (7) one-year option periods.
