1. This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2 – Synopsis of Proposed Contract Actions in preparation for release of the Request for Quote (RFQ) at a later date. 2. Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Offerors will be required to provide verification on required license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. 3. This procurement is entitled, “Grounds Maintenance Service for Commander Fleet Activities Okinawa (CFAO), Japan.” The resulting contract shall be a single award Indefinite Delivery Indefinite Quantity contract comprised of a 1-year Base period and four (4) 1-year Option periods, with the ability to issue task orders for Recurring and Non-Recurring work requirements. 4. Performance of work includes, but is not limited to provision of all labor, management, supervision, tools, materials, and equipment necessary to provide grounds maintenance and landscaping services including requirements related to lawn maintenance, vegetation removal, and debris removal within installation grounds parcels designated as improved, semi improved and unimproved areas. Services include mowing and trimming, and edging at Kadena Air Base (CFAO areas only), Camp Shields, White Beach, Tengan Pier, and Awase Communication Site under a performance based contract. A draft copy of the Performance Work Statement (PWS) is attached for reference. 5. This procurement consists of one solicitation with the intent to award a single contract to the responsible offeror whose quote, conforming to the RFQ, will be most advantageous to the Government resulting in the best value, price and non-price factors considered using the lowest price technically acceptable (LPTA) source selection process. Non-Price Technical factors may include, but is not limited to: Corporate Experience, Past Performance, Safety, and Permits and License. 6. Unless otherwise indicated in the synopsis, this is an Internet-only solicitation. Information from this notice is subject to change and may be different from the actual solicitation. It is the offerors’ responsibility to check this site daily in order to be notified of any changes to the solicitation. 7. The solicitation is planned to be issued around late November to early December 2023 and will be available for at least 30 days by NAVFAC FAR EAST, Public Works Department (PWD) Okinawa, Facilities Engineering and Acquisition Division (FEAD), Okinawa, Japan. 8. Interested parties can view and/or download the solicitation when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the SAM website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
