The intent of this notice is to identify potential bidders/offerors. The Naval Facilities Engineering Command (NAVFAC) Far East, Public Works Department (PWD) Sasebo, Facilities Engineering and Contracting Division (FEAD), Contracting Branch is currently seeking potential sources to perform a Hauled Water Service at Fleet Activities, Sasebo, Japan. The Government intends to award a contract consist of a five-year Base Period (from 01 June 2023 through 31 May 2028), Indefinite-Delivery and Indefinite-Quantity (IDIQ) type, performance based service contract, comprised of recurring work item. The requirement is to Hauled water Service Fit for Human Consumption (FFHC). The Contractor shall efficiently provide FFHC to Harioshima Ordnance Area and ensure the safe operation, treatment and distribution of quality, reliable drinking water such that all drinking water demand requirements are continually met. See Minimum Requirements FFHC (Attachment (1)). Work locations include Main Base and Hario-Shima Ordnance. The Operator must possess the necessary education and experience qualifications to be certified by the NOCA as Class 1 (or above) Distribution Operator and Class 1Treatment Operator. The Operator must possess a current/valid operator's certificate per the requirements specified in CNIC 5090.1A Navy Overseas Drinking Water Program Ashore Manual. The response will be used as market research to help determine the acquisition method utilized by the Government for this requirement.
