AMENDMENT 0003 TO CLARIFY Question No. 21 issued on 2 November 2022. ==================================================================== AMENDMENT 0002 FOR Q&A (Question No. 16 to 22) issed on 26 October 2022. ==================================================================== AMENDMENT 0001 FOR Q&A (Question No. 1 to 15) issed on 20 October 2022. ==================================================================== PROJECT DESCRIPTION The work includes, but is not limited to, providing all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide “MAINTENANCE FOR VERTICAL TRANSPORTATION EQUIPMENT, AUTOMATIC DOORS AND MECHANICAL SYSTEMS FOR THE U.S. NAVAL AIR FACILITY ATSUGI, JAPAN AND U.S. FORCES JAPAN CONTROLLED AREAS IN KANTO PLAIN, JAPAN under a performance-based contract that is comprised of both Recurring Work and Non-Recurring Work Items as outlined in the performance work statement (PWS). CONTRACTOR LICENSE REQUIRMENT Any contract resulting from a solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract. STATUS OF FORCES AGREEMENT The U.S. Government shall not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA.
