This notice does not constitute a request for proposal, request for quote, or invitation for bid. Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Offerors will be required to provide verification on required license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. This procurement consists of one solicitation with the intent to award a single contract to the responsible offeror/bidder whose proposal, conforming to the solicitation, will be most advantageous to the Government resulting in the best value considering price and other factors. The project is entitled, “Collection, Holding, Transfer and Treatment of Black and Gray Wastewater; Treatment and/or Disposal of Oily Waste Water; and Used Oil Fuel Recycling Services for Commander Fleet Activities, Okinawa (CFAO) Japan.” The resultant contract shall be comprised of a 1-year Base period and four (4) 1-year Option periods. The work requirements include, but is not limited to, provision of all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide Collection, Holding, Transfer and Treatment of Black and Gray Wastewater; Treatment and/or Disposal of Oily Waste Water; and Used Oil Fuel Recycling Services for Commander Fleet Activities, Okinawa (CFAO) under a performance-based contract that is comprised of both Recurring Work and Non-Recurring Work Items. Option periods are for the continuation of services as stated in item 4 above and are not guaranteed. Exercise of options are subject to determination that it is in the best interest of the Government. Unless otherwise indicated in the synopsis, this is an Internet-only solicitation. It is the offerors’ responsibility to check this site daily in order to be notified of any changes to this solicitation. A draft copy of the Performance Work Statement is attached. Please note that the information contained in this draft version may be subject to change. A final version shall be provided as an attachment to the solicitation. The solicitation is planned to be issued on or around February 2023 and will be publicized for at least 30 days by NAVFAC FAR EAST, FEAD Okinawa, Japan. Interested parties can view and/or download the solicitation when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the SAM website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE INTERESTED PARTY TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
