THIS IS A SOURCES SOUGHT NOTICE ONLY. The intent of this notice is to identify potential offerors for information and planning purposes and is not to be construed as a commitment by Naval Facilities Engineering Command Far East (NAVFAC FE), implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice in accordance with FAR 15.201(e). The Government is not responsible for the cost associated with any effort expended in responding to this notice. This notice does not constitute a Request for Proposals (RFP) and is not to be construed as a commitment by the Government for any purpose other than market research. The U.S. Government is currently seeking potential sources for an Oil and Hazardous Substance Spill Response Services contract at various U.S. Military/U.S. Government facilities in Japan, including but not limited to, U.S. Naval Station Yokosuka and Sasebo, Naval Air Facility (NAF) Atsugi, Yokota Air Force Base, Misawa Air Base, Marine Corps Air Station (MCAS) Iwakuni, Camp Fuji, Marine Corps Base (MCB) Butler, Okinawa and Commander Fleet Activities Okinawa, This contract provides for Environmental Services including (1) Oil and Hazardous Substance Spill Response and Cleanup Services (2) Sampling and Laboratory Services (3) Training Exercises. The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, and transportation, except otherwise specified herein, necessary to perform the requirements listed above. Potential Offerors are requested to complete and return Attachment 1: Statement of Interest Questionnaire. A DRAFT PERFORMANCE WORK STATEMENT (pws), ATTACHMENT 2, IS PROVIDED FOR REFERENCE BUT IS SUBJECT TO CHANGE. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the Navy’s market research. However, NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Source Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
