THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. The intent of this notice is to identify qualified and interested offerors for information and planning purposes. The information received will be utilized within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Naval Facilities Systems Engineering Command, Far East (NAVFAC FE), Facilities Engineering & Acquisition Division of the Public Works Department, Yokosuka, Japan is seeking potential sources with the capability to repair portions of Building A32 aboard Commander Fleet Activities Yokosuka (CFAY), Japan, to house an interim Navigation Seamanship and Ship-handling Trainer (NSST). The work requires the conversion of an existing single-story steel frame and wood structure with a total area of approximately 1,120 square meters that is utilized as a Substation with associated office spaces and shop areas to accommodate a Navigation, Seamanship and Ship Handling Trainer (NSST) simulator within the existing facility. The project includes installation of interior architectural finishes, heating, ventilation, and air conditioning (HVAC) and plumbing systems, installing new fire suppression and fire alarm systems to comply with current design criteria, and upgrading the building’s electrical systems to comply with current design criteria and support the trainer. The building will continue to operate as a substation with its associated administrative and work spaces, and will also include the functions of the temporary NSST simulator. Functional spaces of the NSST simulator include a Trainer Bridge with a Maintenance Area below, Office/Administrative Areas, Conference Rooms, Restrooms, and Utility Rooms. The fire suppression systems will be designed and installed in accordance with NFPA 13, and UFC 3-600-01. The fire alarm/mass notification system will be designed and installed in accordance with NFPA 72, UFC 3-600-01, and UFC 4-021-01. Specific Hazards: The existing transformer within the building will remain functional. The scope of work is shown on the attached drawings but work has been accomplished by a previous action up to completion of the steel structure. From the Phase and Sequence descriptions on G-004 and G-005 the following works have already been completed, all other works remain for this contract: Phase 1 Sequence 1: All works completed Phase 1 Sequence 2: Demolition. Interior structural foundations. Construct new steel mezzanine structural framing. Construct new trainer building structural steel framing only, sprinkler connection to water main, electrical manholes, HVAC equipment pads. Lightning protection system on roof and exterior siding. Contract Completion Date: 180 days after date of award Estimated Cost Range: Between ¥1,000,000,000 and ¥2,500,000,000. The drawings will be made available via DOD Safe upon request. The North American Industry Classification System (NAICS) code for this procurement is 236220, Commercial and Institutional Building Construction, with an annual size standard of $39.5M. CONTRACTOR LICENSING REQUIREMENTS Any contract for this requirement will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Offerors will be required to provide verification on such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. STATUS OF FORCES AGREEMENT The U.S. Government will not offer “United States Official Contractor” status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract for this requirement. Furthermore, unless specifically provided, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. SUBMISSION REQUIREMENTS: Interested firms should submit a brief capabilities statement package (no more than 12 single-sided pages or 6 double-sided pages, including attachments, single spaced, 12 point font minimum) demonstrating ability to perform the requested services. The capabilities package must be complete and sufficiently detailed to allow the Government to determine the firm’s qualifications to perform the defined work. Interested firms may submit information using the attached, Contractor Information Form, to demonstrate capabilities, capacity and experience. Respondents will not be notified of the results of the Navy’s market research. NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
