GENERAL INFORMATION In accordance with the Federal Acquisition Regulation (FAR) 5.207, Naval Facilities Engineering Systems Command Far East (NAVFAC FE) FEAD Camp Butler intends to solicit proposals for SPECIALIZED EQUIPMENT SERVICE CONTRACT AT MARINE CORPS BASE CAMP BUTLER, U.S. NAVAL HOSPITAL (USNH) & BRANCH CLINICS/FACILITIES OKINAWA, JAPAN. The scope of work includes, but is not limited to, provision of all labor, management, supervision, tools, material, and equipment required to perform facility and specialized equipment maintenance at U. S. Naval Hospital Okinawa (USNHO), Camp Foster, Japan and on all Naval Medical and Dental Clinics (Camps Foster, Kinser, Hansen, Schwab, Courtney, White Beach, CFAO Kadena and MCAS Futenma), Okinawa, Japan. The resulting contract will include a single-award Indefinite Delivery / Indefinite Quantity (IDIQ) type performance-based service contract comprised of Recurring and Non-Recurring work requirements for 1 month phase-in period, 11 months base period and seven (7) one-year option periods. The Government intends to utilize the Lowest Price Technically Acceptable (LPTA) source selection process in accordance with FAR 15.101-2. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost/price factors that include: Corporate Experience, Safety and Past Performance. CONTRACTOR LICENSING REQUIREMENTS Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. STATUS OF FORCES AGREEMENT The U.S. Government will not offer “United States Official Contractor” status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as “Members of the Civilian Component” under Article I (b) of the SOFA. SAM REGISTRATION All offerors (i.e., whether individually or as a joint venture, etc.) responding to this solicitation must be registered in the System for Award Management (SAM) database to be eligible for award. Offerors with no active SAM registration upon receipt of their offer/quotation/bid shall be considered ineligible for award.

The intent of this notice is to conduct market research and identify potential contractors that are capable of performing the work in Japan and interested in the Department of Navy’s requirement for SPECIALIZED EQUIPMENT SERVICE CONTRACT AT MARINE CORPS BASE CAMP BUTLER, U.S. NAVAL HOSPITAL (USNH) & BRANCH CLINICS/FACILITIES OKINAWA, JAPAN. The information will be used within the NAVFAC Far East Contracting Division and will not be disclosed outside the agency. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. NAVFAC FE, FEAD Camp Butler is seeking qualified contractors and subcontractors that are licensed to conduct business in Japan for SPECIALIZED EQUIPMENT SERVICE. SERVICES DESCRIPTION: The proposed SPECIALIZED EQUIPMENT SERVICE will require the contractor to furnish all labor, management, supervision, tools, material, and equipment required to perform facility and specialized equipment maintenance at U. S. Naval Hospital Okinawa (USNHO), Camp Foster, Japan and on all Naval Medical and Dental Clinics (Camps Foster, Kinser, Hansen, Schwab, Courtney, White Beach, CFAO Kadena and MCAS Futenma), Okinawa, Japan. Contract Type: Firm Fixed Price/IDIQ Services contract with RECURRING and NON-RECURRING services. Anticipated period of performance is a 60 days Phase-In Period, ten (10) months Base Period and seven (7) one-year Option periods. This notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Solicitation or award a contract. The Government does not intend to award a contract based on responses. Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that adequate business entities exist that are capable of satisfying the Government’s requirements. The North American Industry Classification System (NAICS) Code is 561210 Facilities Support Services. It is requested that interested firms capable of providing the requested services submit a brief capabilities statement package (no more than 10 pages, including attachments if any) demonstrating your ability to perform the requested services. The documentation shall address, at a minimum, the following: 1. COMPANY PROFILE to include all of the following: (1) Company name and address; (2) Company point of contact (including title, telephone and fax numbers and email address); and (3) If your company is registered with the System for Award Management (SAM) website, please indicate your Unique Entity Identifier (UEI) numbers and CAGE code. 2. RELEVANT EXPERIENCE: Indicate your experience in providing services for the requirement stated above. Please indicate number of years of experience. 3. SUBCONTRACTORS: If known, provide established subcontractor arrangements or partnerships with other companies (Optional). 4.
