The contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and perform the RECURRING and NON-RECURRING services in accordance with the attached Performance Work Statement. The pre-bid conference shall be held at 09:00 AM on 15 March 2022 at the Bldg. 987, NAVFAC FE, PWD Misawa, Misawa Air Base. The participants will move to the Pump Station 1, 2 and 3, FLCY Hachinohe, Japan for the site survey after the pre-bid conference. Offeror is required to submit a Site Visit Log (Attachment 3) that indicates all the attendees with their color picture, size 1 x 1 ¼ inch and Gate pass number (if available) for the pre-bid conference and site visit by e-mail to the point of contact no later than 8 March 2022, 11:00 AM. AUTORIZATION TO OPERATE AND CONDUCT BUSINESS IN JAPAN Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Offerors will be required to provide verification on required license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer.
