DESCRIPTION: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. The intent of this notice is to identify qualified and interested offerors for information and planning purposes. The information received will be utilized within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. GENERAL INFORMATION: Naval Facilities Engineering Systems Command, Far East (NAVFAC FE) Core Execution Team (CET) is seeking potential sources to perform a Space Modification for Building 6-4, Singapore Area Coordinator. The anticipated scope of work may include the following efforts: The purpose of this construction project is to combine an existing multi-purpose space and an existing building space into a single, 3,133 SF (282 SM) building area, meeting all current building standards, at Building 6-4 at Sembawang Naval Region Center, SAC, Singapore. The construction effort will include but not limited to: assessment, modification and installation of electrical, mechanical, architectural, communications and security systems, components and hardware. This project also entails project management, construction security oversight and performance of technical surveillance countermeasure (TSCM) surveys during construction completion, as part of the accreditation process. All materials used must be procured by U.S. personnel, then securely controlled during both the shipping process and while being stored at the project site. The required physical security and anti-terrorism protection measures will be included. Antiterrorism Force Protection measures include minimum measures for doors and windows, mass notification, standoff distances and security fencing. General construction of the building must be performed by U.S. firms using U.S. citizens. General construction includes construction activities such as building site work, utilities, foundations, structure, and enclosure or shell, including doors, windows and façade work. Utility work that penetrates the secure area and installation of doors in these areas are not general construction. Estimated Contract Completion Date: April 1, 2024 The construction will be conducted in two phases, with a total Construction Time of 456 days. Phase 1 = 260 days Phase 2 = 196 days Magnitude of Construction: Between $5,000,000 and $10,000,000 Work Restrictions: Only employees who are U.S. citizens can perform the work, and which must be done under the observation of U.S. construction security personnel with the appropriate clearance. The North American Industry Classification System (NAICS) code for this procurement is 236220, Commercial and Institutional Building Construction, with an annual size standard of $39.5M. SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION: CAUTION: If the government decides to move forward with a solicitation for the services as described, as a reminder: All offerors are required to be registered in SAM at the time their offer/quotation/bid is submitted. Offerors with no active SAM registration upon receipt of their offer/quotation/bid shall be considered ineligible for award. SUBMISSION REQUIREMENTS: Interested sources are invited to respond to the Statement of Interest Questionnaire by using the form provided under a separate file, titles Attachment 1_Statement of Interest Questionnaire. Respondents will not be notified of the results of the Navy’s market research. NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
