THIS SOURCES SOUGHT NOTICE IS A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS, AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT WILL USE RESPONSES TO THIS SOURCES SOUGHT NOTICE TO MAKE APPROPRIATE ACQUISITION DECISIONS. The purpose of this Sources Sought Notice is to collect information of qualified contractors as part of a market research conducted by NAVFAC Far East FEAD Okinawa for an operation and maintenance (O&M) service contract for a newly constructed wastewater treatment plant (WWTP) located at White Beach Naval Station, Okinawa, Japan. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements consisting of appropriate documentation, literature, brochures, and references. The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company’s ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Work Requirements: The contractor shall furnish all labor to include qualified key personnel, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide facility investment and wastewater treatment services at the White Beach Naval Station Waste Water Treatment Plant, Commander Fleet Activities, Okinawa (CFAO). Facility Investment services for the WWTP includes equipment such as HVAC systems, fire protection, backflow preventers, generators, etc. The contractor shall be required to operate and maintain all machines, equipment, and technologies associated with the WWTP. Interested contractor must have the necessary experience, professional training, and licenses to operate and maintain the WWTP. The WWTP utilizes high-speed sedimentation, rapid ceramic membrane filtration, and disinfection technologies. All “treated” wastewater must meet Japan Environmental Governing Standards (Chapter 15, Wastewater), Japan Water Pollution Control Law and the Okinawa Prefectural Government, Nakagusuku Bay wastewater effluent discharge standards. GENERAL INFORMATION: Important Point: The black wastewater received from visiting ships has a high salinity (seawater) content. The Wastewater Treatment Plant includes the main building (7,588 SF), three pump stations (approx. 700 SF ea), and one generator house (approx. 700 SF). WWTP will operate 24/7, 365 days a year. Maximum average daily sewage flow is 570 m3/day. Total personnel at White Beach consist of approximately 122 resident personnel and approximately 300 non-resident personnel. Visiting ships to White Beach Naval Station discharge an average of 2 million gallons of sewage black and gray wastewater per year. Wastewater Treatment Process: consist of biological treatment using a unique active sludge treatment process and various wastewater treatment chemicals. Primary and Final Sedimentation: high rate filtration system and high efficient solid-liquid separation and sedimentation. Aeration Systems: advanced treatment technology using single tank nitrification/de-nitrification process, ceramic fine-bubble diffusion and swirl-type tank and deep tank aeration systems. Filtration: ceramic membrane filtration. Sludge: sludge dehydrators and presses. Chemicals: Methanol, Poly-aluminum Chloride (PAC), Sodium Hydroxide, Polymer Flocculants, and Polymer Sulfate. Disinfection: Chlorination disinfection process. Monitoring and Control: software technology, equipment and instrumentation to operate, monitor and control all the wastewater treatment plant systems. Equipment: sewage and “seawater” lift stations, sewage and “seawater” pumps, blowers, various system pumps, sludge dehydrator and press, ventilation equipment, various chemical tanks, ship pier-side connections, various meters and gauges, etc. The proposed service contract may include the following requirements/Annexes: 0100000 General Information, 0200000 Management and Administration, 1502000 Facility Investment, 1604000 Wastewater, 1800000 Environmental, and other related services. This requirement is performance based. The proposed period of performance is anticipated to be a twelve-month base period with four (4) follow-on option years. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Instructions for Interested Parties: Entities responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that adequate business entities exist that are capable of satisfying the Government’s requirements. All interested sources, at a minimum, please address the following: COMPANY PROFILE to include: (1) Company name and address; (2) Company point of contact (including title, telephone and fax numbers and email address); and (3) If your company is registered with the System for Award Management (SAM) website, please indicate your DUNS Number and CAGE code. RELEVANT EXPERIENCE: Indicate your experience in providing services for the requirement stated above. SUBCONTRACTORS: If known, provide subcontractor partnerships (Optional). LICENSE/CERTIFICATIONS: Indicate any applicable local/and or industry certification your company, employee or subcontractor possess relevant to this procurement. QUESTIONS FOR THE GOVERNMENT regarding the work requirements, if any (Optional). Notifications of interest must be submitted in writing via email; phone calls will not be accepted.
